21 <br /> 1 Chair McKee opened the public hearing. <br /> 2 <br /> 3 PUBLIC COMMENT: <br /> 4 NONE <br /> 5 <br /> 6 A motion was made by Commissioner Burroughs, seconded by Commissioner Price to <br /> 7 close the public hearing. <br /> 8 <br /> 9 VOTE: 6-0 (Commissioner Pelissier absent) <br /> 10 <br /> 11 The Board can then either proceed to step (3)without changes to the Bond Orders as <br /> 12 previously introduced, or in the alternative the Board may decide either (a) not to put forward <br /> 13 either or both of the proposed orders, or (b) to lower the amount of either or both orders (The <br /> 14 Board cannot, however, add a purpose for the proposed bonds or increase either amount of <br /> 15 bonds without restarting the bond authorization process.); <br /> 16 <br /> 17 A motion was made by Commissioner Burroughs, seconded by Commissioner Price to <br /> 18 adopt the first bond order (Attachment 1) authorizing the issuance of General Obligation Bonds <br /> 19 in an amount not to exceed $120 million to support school facilities. <br /> 20 <br /> 21 VOTE: 6-0 (Commissioner Pelissier absent) <br /> 22 <br /> 23 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> 24 adopt the second bond order (Attachment 2) authorizing the issuance of General Obligation <br /> 25 Bonds in an amount not to exceed $5 million for housing for persons with low and moderate <br /> 26 income. <br /> 27 <br /> 28 VOTE: 6-0 (Commissioner Pelissier absent) <br /> 29 <br /> 30 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> 31 adopt the Resolution regarding details for bond referenda (Attachment 3) to formally schedule <br /> 32 the November bond referenda and approve the ballot questions. <br /> 33 <br /> 34 VOTE: 6-0 (Commissioner Pelissier absent) <br /> 35 <br /> 36 b. Approval of 2016 -2017 HOME Program Design for Consolidated Plan —Annual <br /> 37 Action Plan Update <br /> 38 The Board will consider: <br /> 39 (1) Receiving comments from the public regarding the FY 2016 - 2017 Consolidated Plan — <br /> 40 Annual Action Plan for Housing and Community Development Programs in Orange County; <br /> 41 (2) Adopt and authorize the Chair to sign a Resolution approving the proposed HOME Program <br /> 42 Activities for 2016-2017 including: <br /> 43 a) $285,000 in Homeownership Assistance funds for Orange County Habitat for <br /> 44 Humanity; <br /> 45 b) $50,000 in Housing Rehabilitation funds for Rebuilding Together of the Triangle; <br /> 46 c) $114,655 in Housing Rehabilitation funds for the Orange County Housing, Human <br /> 47 Rights and Community Development Department; and <br /> 48 d) $30,854 in Project Administration funds for the Orange County Housing, Human <br /> 49 Rights and Community Development Department; <br />
