21 1 Chair McKee opened the public hearing. 2 3 PUBLIC COMMENT: 4 NONE 5 6 A motion was made by Commissioner Burroughs, seconded by Commissioner Price to 7 close the public hearing. 8 9 VOTE: 6-0 (Commissioner Pelissier absent) 10 11 The Board can then either proceed to step (3)without changes to the Bond Orders as 12 previously introduced, or in the alternative the Board may decide either (a) not to put forward 13 either or both of the proposed orders, or (b) to lower the amount of either or both orders (The 14 Board cannot, however, add a purpose for the proposed bonds or increase either amount of 15 bonds without restarting the bond authorization process.); 16 17 A motion was made by Commissioner Burroughs, seconded by Commissioner Price to 18 adopt the first bond order (Attachment 1) authorizing the issuance of General Obligation Bonds 19 in an amount not to exceed $120 million to support school facilities. 20 21 VOTE: 6-0 (Commissioner Pelissier absent) 22 23 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to 24 adopt the second bond order (Attachment 2) authorizing the issuance of General Obligation 25 Bonds in an amount not to exceed $5 million for housing for persons with low and moderate 26 income. 27 28 VOTE: 6-0 (Commissioner Pelissier absent) 29 30 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to 31 adopt the Resolution regarding details for bond referenda (Attachment 3) to formally schedule 32 the November bond referenda and approve the ballot questions. 33 34 VOTE: 6-0 (Commissioner Pelissier absent) 35 36 b. Approval of 2016 -2017 HOME Program Design for Consolidated Plan —Annual 37 Action Plan Update 38 The Board will consider: 39 (1) Receiving comments from the public regarding the FY 2016 - 2017 Consolidated Plan — 40 Annual Action Plan for Housing and Community Development Programs in Orange County; 41 (2) Adopt and authorize the Chair to sign a Resolution approving the proposed HOME Program 42 Activities for 2016-2017 including: 43 a) $285,000 in Homeownership Assistance funds for Orange County Habitat for 44 Humanity; 45 b) $50,000 in Housing Rehabilitation funds for Rebuilding Together of the Triangle; 46 c) $114,655 in Housing Rehabilitation funds for the Orange County Housing, Human 47 Rights and Community Development Department; and 48 d) $30,854 in Project Administration funds for the Orange County Housing, Human 49 Rights and Community Development Department;
