20 <br /> 1 a. Minutes <br /> 2 The Board approved the minutes from April 5, 7, and 18, 2016 as submitted by the Clerk to the <br /> 3 Board. <br /> 4 b. Motor Vehicle Property Tax Releases/Refunds <br /> 5 The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br /> 6 property tax values for three (3) taxpayers with a total of three (3) bills that will result in a <br /> 7 reduction of revenue in accordance with the NCGS. <br /> 8 c. Property Tax Releases/Refunds <br /> 9 The Board adopted a resolution, which is incorporated by reference, to release property tax <br /> 10 values for one (1) taxpayer with a total of five (5) bills that will result in a reduction of revenue in <br /> 11 accordance with North Carolina General Statute 105-381. <br /> 12 d. Authorize the Use of a Cooperative Purchasing Program to Purchase a Replacement <br /> 13 Ambulance for Orange County Emergency Services <br /> 14 The Board authorized the use of a cooperative purchasing program for the already approved <br /> 15 purchase of one (1) ambulance to replace a 2007 model ambulance. <br /> 16 e. Policy Priorities for 2016 <br /> 17 The Board adopted the policy priorities established during the Board of County Commissioners' <br /> 18 2016 retreat. <br /> 19 g. Request for Road Additions to the State Maintained Secondary Road System <br /> 20 The Board made a recommendation to the North Carolina Department of Transportation <br /> 21 (NCDOT), and the North Carolina Board of Transportation (NC BOT), concerning a petition to <br /> 22 add Founders Ridge Drive in Chancellors View Subdivision to the State Maintained Secondary <br /> 23 Road System. <br /> 24 h. Comprehensive Plan and Unified Development Ordinance (UDO) Amendment <br /> 25 Outlines and Schedules for Four (4) Proposed Text Amendments <br /> 26 The Board approved process components and schedules for four (4) staff initiated Unified <br /> 27 Development Ordinance (UDO) text amendments. <br /> 28 <br /> 29 6. Public Hearings <br /> 30 <br /> 31 a. Public Hearing on General Obligation Bond Orders and Formal Approval of Bond <br /> 32 Referenda and Ballot Questions <br /> 33 The Board will consider: <br /> 34 1) Conducting a second scheduled public hearing to receive public comment on the questions <br /> 35 of the validity of the bond orders and the advisability of issuing the bonds; <br /> 36 2) Close the public hearing. The Board can then either proceed to step (3) without changes to <br /> 37 the Bond Orders as previously introduced, or in the alternative the Board may decide either (a) <br /> 38 not to put forward either or both of the proposed orders, or (b) to lower the amount of either or <br /> 39 both orders (The Board cannot, however, add a purpose for the proposed bonds or increase <br /> 40 either amount of bonds without restarting the bond authorization process.); <br /> 41 3) Adopt the first bond order authorizing the issuance of General Obligation Bonds in an <br /> 42 amount not to exceed $120 million to support school facilities; <br /> 43 4) Adopt the second bond order authorizing the issuance of General Obligation Bonds in an <br /> 44 amount not to exceed $5 million for housing for persons with low and moderate income; and <br /> 45 5) Adopt the Resolution regarding details for bond referenda (Attachment 3) to formally <br /> 46 schedule the November bond referenda and approve the ballot questions. <br /> 47 <br /> 48 Gary Donaldson reviewed the process thus far. <br /> 49 Bob Jessup, Bond Counsel, said this is the final required Board action before this item is <br /> 50 put before the voters in November. He said the resolution will have the bond questions. <br />
