®`°~a~ ~~OOp <br />31 <br />~,,, ~az,,,~~ Orange County Comprehensive Plan <br />• Neighborhood Plans and Design Standards; <br />• Community and regional planning; <br />• Citizen participation strategies; and <br />• Development financing. <br />Our Project Management skills have proven effective in our previous work locally and <br />nationally. A key component of our approach to project management is clear and <br />frequent communication with the lead staff person. Negotiation of a specific Scope <br />of Work is important, to establish the expectations of all parties at the outset of work. <br />Regarding the monitoring of budgets, we have found it useful to set "not to exceed" <br />amounts for each task in a project, and to report monthly on "~ complete" for each <br />task to assure that there is accountability for financial management of a project. <br />KEY PERSONNEL <br />Two Clarion professionals will participate in this project. The Project Manager will be <br />Roger Waldon. Leigh Anne King will also be assigned. Both of these planners were <br />engaged in the recent Hillsborough-Orange County Strategic Growth Plan, and both <br />are familiar with the issues, staff, and leadership of the County. Brief descriptions <br />follow. Resumes are offered in an Appendix. <br />Roger Waldon, FAICP, is a Principal in Clarion's North Carolina office. He served as <br />Planning Director for the Town of Chapel Hill for 21 years, directing the Town's <br />comprehensive planning functions. His planning and design - <br />background, combined with experience as a former elected official, .fi~~ <br />contributed to the success of numerous tannin initiatives, includin ; ~" - ~' <br />p g ~ g~ 1 p` <br />implementation of comprehensive plans and special area studies. tr-'~ ,~* <br />He is presently involved in the preparation of growth management ~ r <br />strategies for Hillsborough, NC, Rock Hill and Beaufort County, SC, n ~ ,. <br />and Hanover County, VA. He is developing neighborhood plans in <br />Chapel Hill and Wake Forest, NC, and comprehensive plan updates <br />in Fredericksburg, VA, Brentwood TN, and Union County, NC. Mr. <br />Waldon is a member of the College of Fellows of the American Institute of Certified <br />Planners, and author of Planners and Politics, a book recently published by the <br />American Planning Association. <br />Clarion Associates <br />
