It makes for a longer and more complex process, but will result in a strong Plan <br />with broad support and buy-in. <br />Clarion is in a good position to help the County bring this phase of its planning <br />program to a successful conclusion. The value that can be brought by the <br />contribution of independent resources has been proven repeatedly in Orange <br />County, most recently by the work of Andy Sachs and the Dispute Settlement Center <br />in helping to facilitate discussions related to this Comprehensive Plan. Clarion has <br />had repeated success is many communities in preparing Comprehensive Plans, and <br />we can build on the work of Mr. Sachs, the Planning Department, and the Advisory <br />Boards. We intend to pick up the array of tasks that are outlined in the RFQ, and <br />synthesize the elements into a cohesive whole. <br />This will be atime-intensive task, and one of the reasons Clarion is well positioned to <br />help is that we are not only a national leader in this area, but also residents living and <br />working within Orange County. There are so many meetings that will need to be <br />attended, as outlined in the proposed Scope of Services in the RFQ, that a local <br />presence for the consulting team is nearly mandatory. As we review the proposed <br />Scope, we identify the need for attendance/participation in approximately 40 <br />meetings, arrayed as follows: <br />• 14 meetings with Element Managers in Tasks A and B <br />• 14 meetings with Lead Advisory Boards in Task C <br />• 8 meetings with Element Managers in Task D <br />• 2 meetings each with the Joint Advisory Board and Management Team in Tasks E-F <br />• 3 meetings (minimum) as part of Planning Board and Public Hearing consideration <br />We understand that there will be need <br />for preparation of materials and notes <br />both before and after each of these <br />meetings. We also understand that the <br />purpose of participating in these <br />meetings is to assure that the consultant <br />is fully aware of the work underway in <br />each Element, so as to be able to <br />produce a product (Draft <br />Comprehensive Plan) that pulls everything together. We will suggest opportunities to <br />arrange these meetings in a manner that can maximize use of consultant resources. <br />Clarion Associates <br />
