2 <br /> The awarding of an officer's badge and sidearm upon his or her retirement honors the service <br /> the retiree has given to the Orange County Sheriffs Office and the County's residents to reduce <br /> crime and create a safer community where all persons are secure and able to move freely about <br /> as they live, work, raise their families, and age in place with dignity. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> • adopt the Resolution honoring Captain Norman James Horton for 28 years of law <br /> enforcement service and awarding him his badge and sidearm; and <br /> • authorize the Chair to sign the Resolution. <br />
