<br />of the land uses contained wihhin a specific general use zoning district may be <br />inappropriate or incompatable with the goals and objectives of the Ordinance. <br />The Conditional Use District (CUD) process is designed to address these <br />situations. <br />Amend Article Eight (8) Special Uses, Article Two (2) Board of County <br />Commissioners and its Administrative Mechanisms Section 2.1.3, Article Three <br />(3) Establishment of Zoning Districts and Zoning Map, Article Four (4) <br />Establishment of Permitted Use Table and Schedule, Article Twenty (20) <br />Amendments, and Article Twenty-one (21) Administration to create a new section <br />of the Zoning Ordinance outlining the Conditional Use Permitting/Review <br />process. <br />Amend Section Three (3) Land Use Plan and Section (4) Implementation and <br />Evaluation of the Orange County Comprehensive Plan to reference Conditional <br />Use Districts within the Land Use Element Categories -Zoning District Matrix <br />Table. <br />Purpose: To receive citizen comment on proposed amendments to the Zoning <br />Ordinance and Land Use Element of the Comprehensive Plan to address <br />conditional uses <br />B. NON-PUBLIC HEARING ITEMS <br />1. Agricultural Support Enterprises Manual: Economic Development, Planning, <br />and Environment and Resource Conservation staff will present the first draft of a <br />new Agricultural Support Enterprises Manual. Amulti-departmental effort, the <br />Agricultural Support Enterprises initiative has explored ways to add new farm- <br />. related uses the zoning ordinance to provide farmers with opportunities to gain <br />more revenue from their farms. These new uses would be logical extensions to <br />existing farm operations, such as corn mazes (agri-tourism), roadside stands <br />(direct marketing) and small-scale processing facilities to make sauces (value- <br />added), as well as services related to farming such as feed stores and large <br />animal veterinary services. The Manual is designed to explain these new uses <br />and their respective approval procedures in straightForward language. <br />Staff will also present draft text amendments to allow for changes to the Orange <br />County Zoning Atlas through a new conditional district rezoning process. Unlike <br />general rezoning, property subject to the conditional district rezoning process <br />may be used only for a specific land use(s), based on asite-specific development <br />plan. This new mechanism would be used to rezone properties for agriculturally <br />related businesses as an extension of the existing Agricultural Services floating <br />zoning district. The Rural Buffer area is not included in the current discussion of <br />conditional district zoning. The Rural Buffer will be addressed at a later time <br />through procedures defined in the Joint Planning Agreement. <br />
