6 <br />In addition to numerous citizen comprised County advisory board meetings, the <br />County conducted public input meetings on July 31 St and August 7th to begin <br />receiving public input on the draft goals and County Profile Element prior to <br />public hearing. <br />a. Draft Goals <br />During May-June 2007, the following County advisory boards and supporting <br />staff worked to develop the draft goals for the Comprehensive Plan: <br />Affordable Housing Advisory Board, Agricultural Preservation Board, <br />Commission for the Environment, Economic Development Commission, <br />Historic Preservation Commission, Orange Unified Transportation Board, <br />Planning Board, and Recreation and Parks Advisory Council. <br />Goals express an ideal future end related to the public health, safety, and/or <br />general welfare and provide a general direction-setter. The draft goals have <br />been developed in support of the Board of County Commissioners <br />Comprehensive Plan Guiding Principles adopted October 21, 2004 and <br />amended on April 24, 2007. <br />Purpose: To receive citizen comment on draft goals for the 2006-2008 <br />Comprehensive Plan Update. The draft goals will guide the completion of the <br />second phase of the Comprehensive Plan Update process and future legal <br />and policy decisions. <br />b. Draft County Profile (Data) Element <br />During January-April 2007, staff developed a draft County Profile Element <br />that was presented to County advisory boards for review. Between April-June <br />2007, staff revised the County Profile Element in response to comments <br />received from the boards. <br />The County Profile (Data) Element serves as the primary reference point for <br />basic information contained in the Comprehensive Plan. As such, it is <br />intended to provide a convenient location for population statistics as well as <br />key social, environmental, and economic conditions that exist within the <br />County. <br />Purpose: To receive citizen comment on the draft County Profile Element, the <br />first of eight Elements to be completed as part of the 2006-2008 <br />Comprehensive Plan Update. The information included in the County Profile <br />Element will be used to develop the remaining seven Elements of the <br />Comprehensive Plan and will also serve as a resource for future planning. <br />3. Conditional Uses: Text amendments to the Zoning Ordinance and Land Use <br />Element of the Comprehensive Plan to address conditional uses. The Zoning <br />Ordinance contains regulations that establish zoning districts and assign land <br />uses to one or more of these districts.
