NOTICE OF JOINT PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ORANGE COUNTY PLANNING BOARD <br />A joint public hearing will be held in the Judge F. Gordon Battle Superior Courtroom of the <br />New Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on <br />Monday, August 27, 2007, at 7:30 PM for the purpose of giving all interested citizens an <br />opportunity to speak for or against the following items: <br />A. PUBLIC HEARING ITEMS <br />1. Efland-Cheeks Overlay District : Text and map amendments to the Orange <br />County Zoning Ordinance and Zoning Atlas to add a new zoning overlay district <br />entitled "Efland-Cheeks Highway 70 Corridor Overlay District (ECOD)" and <br />requirements for said district. Text Amendment to Section 6.23.3 (Stormwater <br />Infiltration and Detention) to amend the Impervious Surface Limit for 10-Year <br />Transition Areas in the Upper Eno Protected Watershed and Back Creek <br />Protected Watershed. Zoning Atlas Amendment to delineate the geographic <br />extent of the proposed Efland-Cheeks Highway 70 Corridor Overlay District. <br />Purpose: To receive citizen comment on a proposed amendment to add a new <br />zoning overlay district to the Zoning Ordinance, amend the Impervious Surface <br />Limit in the 10-Year Transition Areas located in two (2) specific watersheds within <br />the County, and delineate the geographic extent of the proposed new overlay <br />zoning district on the Orange County Zoning Atlas. These proposed actions are <br />measures to implement some of the recommendations contained within the <br />adopted Efland-Mebane Small Area Plan (adopted June 27, 2006). <br />2. Comprehensive Plan Update Phase 1: The Comprehensive Plan is an official <br />public document that includes analysis of existing and predicted conditions and <br />provides guidance for future legal and policy decisions, as determined by Orange <br />County. The updated Plan will serve to guide growth and development within the <br />unincorporated areas of the County through the year 2030, by addressing a <br />multitude of issues. The adopted Plan also serves as the statutory basis for <br />many of Orange County's land use regulations as well as the application of <br />zoning districts, as zoning must be in accordance with a comprehensive plan. <br />On October 3, 2006, the Board of County Commissioners (BOCC) approved a <br />process for updating the County's Comprehensive Plan in two phases as follows: <br />Phase I, to include the development of Comprehensive Plan goals and County <br />Profile Element, the first of eight Elements to be completed as part of the Update; <br />and Phase II, to include the remaining Elements that will comprise the updated <br />Comprehensive Plan. The. Comprehensive Plan will include the following eight <br />Elements: 1) County Profile; 2) Economic Development; 3) Housing; 4) Land <br />Use; 5) Natural and Cultural Systems; 6) Recreation and Parks; 7) Services <br />(Utilities) and Community Facilities; and 8) Transportation. <br />
