Amend Article Eight (8) Special Uses, Article Two (2) Board of County Commissioners <br />and its Administrative Mechanisms Section 2.1.3, Article Three (3) Establishment of <br />Zoning Districts and Zoning Map, Article Four (4) Establishment of Permitted Use Table <br />and Schedule, Article Twenty (20) Amendments, and Article Twenty-one (21) <br />Administration to create a new section of the Zoning Ordinance outlining the Conditional <br />Use Permitting/Review process. <br />Amend Section Three (3) Land Use Plan and Section (4) Implementation and Evaluation <br />of the Orange County Comprehensive Plan to reference Conditional Use Districts within <br />the Land Use Element Categories -Zoning District Matrix <br />B. NON-PUBLIC HEARING ITEMS <br />1. Agricultural Support Enterprises Manual: Economic Development, Planning, and <br />Environment and Resource Conservation staff will present the first draft of a new <br />Agricultural Support Enterprises Manual. Amulti-departmental effort, the Agricultural <br />Support Enterprises initiative has explored ways to add new farm-related uses the zoning <br />ordinance to provide farmers with opportunities to gain more revenue from their farms. <br />These new uses would be logical extensions to existing farm operations, such as corn <br />mazes (agri-tourism), roadside stands (direct marketing) and small-scale processing <br />facilities to make sauces (value-added), as well as services related to farming such as <br />feed stores and large animal veterinary services. The Manual is designed to explain <br />these new uses and their respective approval procedures in straightforward language. <br />Staff will also present draft text amendments to allow for changes to the Orange County <br />Zoning Atlas through a new conditional district rezoning process. Unlike general <br />rezoning, property subject to the conditional district rezoning process may be used only <br />for a specific land use(s), based on asite-specific development plan. This new <br />mechanism would be used to rezone properties for agriculturally related businesses as <br />an extension of the existing Agricultural Services floating zoning district. The Rural <br />Buffer area is not included in the current discussion of conditional district zoning. The <br />Rural Buffer will be addressed at a later time through procedures defined in the Joint <br />Planning Agreement. <br />2. NC Highway 57 Speedway Area Small Area Plan Update: On .June 6, 2007, this item <br />was scheduled to be discussed along with several regular Planning Board items and other <br />Quarterly Public Hearing referrals. The Hwy 57/Orange County Speedway and three other <br />Quarterly Public Hearing items (two Erosion Control and one land use text change) were <br />not heard due to time constraints. <br />The Hwy 57/Orange County Speedway is, at present, an un-adopted Small Area Plan <br />(SAP) with recommendations. The BOCC has a policy of not proceeding to SAP <br />adoption and ensuing implementing regulations without a Planning Board <br />recommendation. <br />Therefore, this item is proposed as an update and not a public hearing item for the <br />August 27t" Quarterly Public Hearing. <br />FINANCIAL IMPACT: Other than advertising costs, which are included in the FY 2007-08 <br />Budget, there are~no direct financial impacts associated with the approval of this item. <br />
