4 <br /> b) Solid Waste Advisory Group (SWAG) Update <br /> The SWAG most recently met on May 25, 2016. The primary items on the agenda <br /> were: the County Manager's recommendation on the Solid Waste Programs Fee for <br /> Fiscal Year 2016-17; and the introduction to the SWAG of SCS Engineers, PC who <br /> presented an Interim Report on the Solid Waste Enterprise Fund Financial Planning <br /> study project. The previous SWAG meeting was held on March 30. <br /> The SWAG will be tracking and evaluating the outputs of the financial study as they <br /> are available in preparation for re-engaging on the Interlocal Agreement for Solid <br /> Waste Management that has currently been suspended pending the outcome of the <br /> financial component of the Agreement. The SWAG will also be involved in <br /> recommending solid waste program priorities, tracking the implementation of the <br /> rural curbside recycling program expansion, progress of the Eubanks Road Waste & <br /> Recycling Center modernization project and other issues as they arise such as <br /> mattress disposal, results of shred-a-thons, alternative means of disposal, etc. <br /> Staff will provide any other information at the meeting, and the governing boards can <br /> discuss issues related to this item as necessary. <br /> No Attachments <br /> 4. Joint Training Center for Public Safety <br /> Attachment 4 is a memorandum from Town and County staff providing background <br /> information for this topic. <br /> Staff will provide any other information at the meeting, and the governing boards can <br /> discuss issues related to this item. <br /> Attachment 4 — Memorandum - Joint Public Safety Training Facility <br /> 5. Report from Managers on Joint Efforts <br /> a) Outside Agency Funding Application <br /> For several years, Orange County and the Towns of Chapel Hill and Carrboro have <br /> issued a unified request for applications for outside agency funding. For the <br /> FY2016-17 funding cycle, changes were made to the application. The Third Sector <br /> Alliance, a membership group of nonprofits serving Orange County, provided <br /> feedback indicating challenges in completing and submitting applications. The <br /> survey summary (Attachment 5a) from the Alliance is attached as well as the <br /> corresponding full report (Attachment 5b) for your review. The County Manager and <br /> Town Manager intend to initiate a process this summer that will include Town staff, <br /> County staff and the Alliance to revise the funding application as well as exploring <br /> ways to provide an informative and interactive process that will assist in meeting the <br /> needs of the Third Sector Alliance and the local government Boards. <br />
