construct the Project in the most expeditious, economical <br />manner consistent with the interests of the Owner and the <br />requirements of the Contract Documents. <br />3.10.1 Pre-Construction Conference <br />In connection with the Designer, the CMAR shall conduct a <br />Pre-Construction Conference during which the CMAR shall <br />review the reporting procedures, site operations and other <br />contractual requirements for the Project. <br />3.10.2 Onsite Management and Construction Phase <br />Communication Procedures <br />The CMAR shall provide and maintain a management team on <br />the Project site to provide contract administration and the <br />CMAR shall establish and implement coordination and <br />communication procedures among the CMAR, Owner, <br />Designer, and Contractors. <br />3.10.3 Contract Administration Procedures <br />The CMAR shall establish and implement procedures for <br />expediting and processing requests for information, shop <br />drawings, material and equipment sample submittals, <br />Contractor schedule adjustments, change orders, substitutes, <br />payment requests and the maintenance of logs. The CMAR <br />shall maintain daily job reports. The CMAR shall be the party <br />to whom requests for information, submittals, Contractor <br />schedule adjustments, substitutes, change order requests and <br />payment requests shall be submitted by the Contractors. <br />3.10.4 Project Site Meetings <br />The CMAR shall conduct weekly coordination meetings at the <br />site with all Contractors. As set forth in the Master Schedule <br />and the Contract Documents, the CMAR shall conduct pre- <br />installation and preconstruction meetings for key components <br />of the Work. The CMAR shall conduct a monthly meeting with <br />the Owner and the Designer to update them on progress of the <br />Work. The CMAR shall record, transcribe and distribute <br />minutes of all project site meetings to all attendees, the Owner <br />and Designer. <br />3.10.5 Coordination of Other Independent Consultants <br />Technical inspection and testing required by the Designer, the <br />Owner or others shall be coordinated by the CMAR. The <br />CMAR shall be provided with a copy of all inspection and <br />testing reports on the day of the inspection or test or when <br />issued. <br />3.10.6 Contractor's Construction Schedule <br />The CMAR shall review, to the extent required by the CMAR, <br />each Contractor's Construction Schedule and shall verify that <br />the schedule is prepared in accordance with the requirements <br />of the Contract Documents and that it establishes completion <br />dates that comply with the requirements of the Master <br />Schedule. The CMAR and the Owner shall together approve <br />the Contractors for which a Construction Schedule is required. <br />3.10.7 Construction Schedule Report <br />The CMAR shall review the progress of construction of each <br />Contractor on a weekly basis, shall evaluate the percentage <br />complete of each construction activity as indicated in the <br />Contractor's Construction Schedule and shall review such <br />percentages with the Contractor. This evaluation shall serve <br />as data for input to a monthly Construction Schedule report that <br />shall be prepared and distributed to the Contractor, the Owner <br />and Designer. The report shall indicate the actual progress <br />compared to scheduled progress and shall serve as the basis <br />for the progress payment to the Contractor. The CMAR shall <br />determine and implement alternative courses of action that <br />may be necessary to achieve contract compliance by the <br />Contractor. <br />3.10.8 Recovery Schedules <br />In the event the Project is falling behind schedule, the CMAR <br />shall require each Contractor to prepare and submit a recovery <br />schedule as specified in the Contract Documents. The CMAR <br />shall review and ascertain that the Contractor is providing <br />sufficient resources to regain lost time. <br />3.10.9 Reouests for Changes to the Contract Time and <br />Guaranteed Maximum Price <br />The CMAR shall review the contents of a request for changes <br />to the construction contract time or price submitted by a <br />Contractor, assemble information concerning the request and <br />endeavor to determine the cause of the request. In instances <br />where the CMAR's analysis reveals that the request is valid, <br />the CMAR shall prepare a detailed report to the Designer and <br />the Owner for review, consideration and approval. The CMAR <br />shall, prior to the issuance of a change order, determine the <br />effect on the Master Schedule of time extensions requested by <br />the Contractor. The Designer shall prepare the necessary <br />change order documents for signing by the CMAR, Designer <br />and Owner. The CMAR shall then prepare the necessary <br />documents to effect a change to the contract with the <br />Contractor. In its sole discretion the Owner may approve a <br />12 <br />
