INFORMATION ITEM <br /> To: Board of County Commissioners <br /> From: Gayle Wilson, Solid Waste Management Director <br /> Date: May 17, 2016 <br /> Subject: Information Request—Eubanks Road Waste & Recycling Center <br /> On February 2, 2016, the County received bids for the Expansion and Renovation Project for the Eubanks <br /> Road Waste and Recycling Center. Sealed bids were opened and evaluated and an apparent lower <br /> bidder was identified. The lowest bid substantially exceeded the project budget ($3,175,858), thereby <br /> delaying the project while alternative courses of action could be evaluated. <br /> The County Manager agreed to a staff recommendation to make design adjustments using a different <br /> engineering firm. The design adjustments will address changing the site layout to make it even more <br /> closely resemble the Walnut Grove Church Road Waste & Recycling Center and will incorporate areas <br /> where costs can be reduced or eliminated. The project will still use the building plans, DOT permit, <br /> OWASA approvals, geotechnical reports, and other aspects of the work done by the original design firm <br /> that are salvageable. Staff expects the revised layout, construction methods, and engineering approach <br /> to reduce costs to within the existing project budget. <br /> County staff and our new consultant have met twice with the Town of Chapel Hill Planning Department <br /> to discuss the potential revisions to the plan. Planning Staff members have been very receptive to our <br /> proposed changes and are working with us to move the project along as quickly as possible. The design <br /> firm is targeting a rebid timeframe of the beginning part of July with an anticipated construction start <br /> occurring in late August to mid-September. <br /> Solid Waste Management will implement the previously discussed comprehensive notification and <br /> education plan to inform users and the neighboring residences/businesses of construction plans and <br /> temporary site operations. <br />
