Flowchart of Schools Adequate Public Facilities <br /> Ordinance Process <br /> Abstract: The Schools Adequate Public Facilities Ordinance process has two distinct <br /> components: <br /> A. Capital Investment Plan (CIP) (Process 1) <br /> Timeframe: In November of each year, Student Membership and Building Capacity is <br /> transmitted from the school districts to the Orange County Board of Commissioners for <br /> consideration and approval and used in the following years CIP (e.g. November 15, 2015 <br /> membership numbers used to develop a CIP to be considered for adoption in June 2016). <br /> Process Framework <br /> 1. SAPFOTAC projects future student membership from historical data, current <br /> membership and hypothetical growth rates from established methodologies. <br /> 2. School Districts and BOCC compare projections to existing capacity and proposed <br /> Capital Investment Plan. <br /> 3. SAPFOTAC forwards data and projections to all Schools APFO partners. <br /> 4. School Districts develop Capital Investment Plan Needs Assessment during this <br /> process <br /> 5. The Capital Investment Plan work sessions and Public Hearings are conducted by the <br /> BOCC in the spring of each year. <br /> 6. The adoption of CIP that sets forth monies and timeframe for school construction <br /> (future capacity) by BOCC. <br /> 45 <br />
