53 <br /> Section II <br /> the SAPFO agreement and therefore does not require that CAPS (Certificate of Adequate Public <br /> Schools)be issued prior to development approvals. In previous years, development activity and <br /> platting of new subdivisions increased within the Orange County portion of Mebane. However, <br /> changed economic conditions have curbed new platting and new construction in the past few <br /> years. An uptick in residential activity is likely as the country emerges from "The Great <br /> Recession". Increased coordination with the City of Mebane regarding development issues may <br /> be necessary in the future. OCS currently has capacity to serve additional growth, but it is <br /> possible that development in the Orange County portion of Mebane could quickly encumber <br /> available capacity. <br /> Following the economic downtown, there has been an increase in multi-family residential <br /> development which has added to increasing student memberships in both districts. Staff will <br /> need to continue monitoring and evaluating the demand and growth of the multi-family market in <br /> Hillsborough and the entire county as well as its effect on student membership rates. <br /> Orange Charter School, located in the Town of Hillsborough, continues operating in the Orange <br /> County School District. Additionally, a new charter school, The Expedition School, opened in <br /> the Town of Hillsborough for the 2014-15 school year and currently serves elementary and <br /> middle school students. The opening of this school continues to have an effect on OCS <br /> membership numbers at the elementary and middle school levels. Charter schools are not <br /> included as part of the SAPFO Annual Report and, as a result, their membership and capacity <br /> are not monitored or included in future projections. <br /> 5.
