51 <br /> Section II <br /> capacity at Carrboro High School is not anticipated in the 10 year projection period. This is <br /> similar to last year's projections. <br /> Additional Information for Chapel Hill/Carrboro School District <br /> PACE Academy High School, located within the Chapel Hill/Carrboro School District, closed <br /> prior to the beginning of the 2015 school year. Students from this charter school were absorbed <br /> into the Chapel Hill/Carrboro School District and the Orange County School District. The newest <br /> charter school, The Expedition School, opened in the Town of Hillsborough for the 2014-15 <br /> school year and currently serves elementary and middle school students. The opening of this <br /> school continues to have an effect on CHCCS membership numbers at the elementary and <br /> middle school levels. Charter schools are not included as part of the SAPFO Annual Report and, <br /> as a result, their membership and capacity numbers are not monitored or included in future <br /> projections. <br /> Student projections illustrate when the adopted level of service capacities are forecasted to be <br /> met and/or exceeded in anticipation of CIP planning and the construction of a new school. <br /> However, as is being identified by both school districts,particularly CHCCS, a new trend is <br /> emerging to renovate and expand existing facilities to address school capacity needs in a more <br /> feasible way. As this trend continues, additional capacity resulting from school renovations and <br /> expansion will be added to the projection models in stages, once funding is approved, versus the <br /> addition of greater capacity when a new school is constructed and completed. As a result, the <br /> renovation and expansion of schools to increase capacity may delay construction of new schools <br /> further into the future. <br /> Orange County School District <br /> Elementary <br /> The previous year(2014-15)projections for November 2015 at this level were underestimated by <br /> 33 students. Actual membership increased by 59 students. Over the previous ten years, this <br /> level experienced varying growth rates including a decrease in membership in 2005-06. <br /> Following this decrease, membership and growth rates increased every school year until <br /> experiencing a significant decrease in 2014-15. Growth rates during this period have ranged <br /> from -5.07% to +2.80%. In the Orange County school system, historic growth is more closely <br /> related to new residential development than in the Chapel Hill/Carrboro School District, which <br /> 32 <br />
