5 <br /> ORANGE COUNTY <br /> NOR C-1R0I.I N <br /> III. CONTRACTING AUTHORITY <br /> The OPT Transportation Administrator, as indicated by appropriate signature, <br /> shall function as OPT's Contracting Officer for contracts under $1,000. <br /> The County Manager, as indicated by appropriate signature, shall function as <br /> OPT's Contracting Officer for contracts $1,000 - $90,000. <br /> The Board of County Commissioners, as indicated by appropriate signature, shall <br /> function as OPT's Contracting Officer for contracts above $90,000. <br /> In many cases, OPT's procurement will be executed through the State of North <br /> Carolina Department of Transportation, Public Transportation Division's <br /> procurement procedures as either a joint acquisition or as options. <br /> IV. GENERAL PROCUREMENT POLICIES AND STANDARDS <br /> A. Procurement Selection Procedures <br /> OPT will provide written selection procedures for all procurement solicitations. <br /> All solicitations shall identify all requirements that offerors must fulfill and all <br /> other factors to be used in evaluating bids or proposals. The solicitation and <br /> resulting contract must identify those Federal requirements that will affect <br /> contract scope and performance. <br /> B. Competition <br /> It is the policy of OPT that all procurement transactions be conducted in a <br /> manner intended to maximize full and open competition. OPT will only make <br /> awards to responsive offers from responsible offerors. A responsive offer is <br /> one that complies with all material requirements of the solicitation. A <br /> responsible offeror is one possessing the technical, physical, financial and <br /> ethical capacity to successfully perform a specific contract. <br /> 3 <br />
