13 <br /> ORANGE COUNTY <br /> NOR C-1R0I.I N <br /> C. Informal Bids (For Purchases of $30,000-$89,999) <br /> Informal bid procurements involve purchases of $30,000 or more but less <br /> than $90,000 and require the solicitation of written quotes from a minimum of <br /> three (3) bidders. A clear and accurate description of the technical <br /> requirements for the material, product, or service to be procured must be <br /> provided with the solicitation. The written quotes must be in hard copy or <br /> electronic form. A minimum of two (2) quotes must be received, and <br /> documentation of quotes solicited versus quotes received must be kept. <br /> Documentation of vendor selected must be kept. If the vendor with the lowest <br /> price quote is not selected, a basis/reason for the selection and justification <br /> (delivery date, better warranty/service, etc.) must be provided. The award <br /> may only be made to a responsible vendor/contractor and will generally be in <br /> the form of a purchase order subject to a firm fixed price. <br /> D. Competitive Sealed Formal Bids (Purchases $90,000+) <br /> Formal bid purchases involve purchases of $90,000 or more and require the <br /> solicitation through a formal invitation for bids (IFB) with a firm fixed-price <br /> contract (lump sum or unit price) being awarded to the lowest-priced <br /> responsive bid from a responsible bidder. When specified in bidding <br /> documents, factors such as discounts, transportation costs, and life cycle <br /> costs may be considered in determining the lowest bid if specified in the <br /> solicitation. The sealed bid method of procurement is appropriate when no <br /> discussion with bidders is needed. Any or all bids may be rejected if there is a <br /> sound documented business reason, which may include lack of <br /> responsiveness to the solicitation and lack of responsibility of the offeror. <br /> Selection of the successful bidder can be made principally on the basis of <br /> price. <br /> The solicitation must provide written specifications including a clear and <br /> accurate description of the technical requirements for the material, product, or <br /> service to be procured and must be advertised in a newspaper and <br /> electronically on OPT's website at least seven (7) days prior to bid opening. A <br /> minimum of three (3) vendors must be solicited in addition to the posting of <br /> the advertisement. All bids must be sealed and opened at a stated time and <br /> place as prescribed in the IFB. A bid bond guarantee of 5% of the bid price <br /> must accompany each bid (discretionary requirement involving non- <br /> construction bids). <br /> For procurements involving construction, alteration or repair of real property <br /> of $100,000 or more, the following methods apply: <br /> 11 <br />
