11 <br /> ORANGE COUNTY <br /> NOR C-1R0I.I N <br /> other manufactured products or rolling stock, or to bimetallic power rail <br /> incorporating steel or iron components. <br /> For a manufactured product to be considered produced in the United States: <br /> a. All of the manufacturing processes for the product must take place in <br /> the United States; and <br /> b. All of the components of the product must be of U.S. origin. A <br /> component is considered of U.S. origin if it is manufactured in the <br /> United States, regardless of the origin of its subcomponents. <br /> 2. Rolling Stock: <br /> For procurements involving revenue service rolling stock purchased with <br /> FTA funds, a pre-award Buy America audit will be completed before <br /> entering into a formal contract for the purchase of such rolling stock. The <br /> audit shall include: <br /> a. A Buy America certification as described in Section 663.25 of <br /> 49 C.F.R. 663; <br /> b. A purchaser's requirements certification as described in Section <br /> 663.27 of 49 C.F.R. 663; and <br /> c. When appropriate, a manufacturer's Federal Motor Vehicle Safety <br /> certification information as described in Section 663.41 or Section <br /> 663.43 of 49 C.F.R. 663. <br /> Upon delivery of revenue service rolling stock purchased with FTA funds, a <br /> post-delivery Buy America audit will be completed before title to the rolling <br /> stock is transferred to OPT. The audit shall include: <br /> a. A post-delivery Buy America certification as described in Section <br /> 663.35 of 49 C.F.R. 663; <br /> b. A post-delivery purchaser's requirements certification as described in <br /> Section 663.37 of 49 C.F.R. 663; <br /> 9 <br />
