Attachments to 2011 Contract with <br /> Neel-Shaffer, Inc. - Only Available <br /> Electronically at: <br /> http://www.oranqecountync.gov/docum <br /> ent center/1605175d3.pdf <br /> PURPOSE: To approve a contract amendment renewing an agreement between the County <br /> and True North Emergency Management, LLC for the purpose of providing Disaster <br /> Debris Management and Monitoring Services. <br /> BACKGROUND: I n 2011 the Solid Waste Management Department along with Orange <br /> County Emergency Management prepared a needs assessment for storm debris <br /> management utilizing the Federal Emergency Management Agency's (FEMA) modeling to <br /> estimate quantities of waste materials that could possibly be generated in a moderate-to- <br /> heavy storm event (hurricane, ice storm, tornado, etc.). <br /> A Request for Proposals (RFP) was generated and a contract was put in place with Neel- <br /> Schaffer, Inc. on June 30, 2011 for the management and monitoring of storm debris <br /> following any disaster that would require such oversight. In 2013 Neel-Schaffer assigned <br /> the contract to its sister company, True North Emergency Management, LLC. <br /> The County has utilized the Contractor one time during the current contract and was <br /> satisfied with the working relationship between the County and the Contractor and the <br /> Contractor's fulfillment of the contract. <br />
