2 <br /> Additionally, a route optimization study was performed last summer/fall to determine the most <br /> efficient collection schedules for the entire rural service area, including both the existing area <br /> and new expansion area. In order to achieve the most efficient collection operations, the new <br /> collection schedules will be assigned in conjunction with the expansion implementation. Most of <br /> the entire service area will be assigned new collection days. A substantive notification and <br /> outreach effort has started and will continue to notify all rural curbside participants of their new <br /> schedules. <br /> FINANCIAL IMPACT: On April 19, 2016, the BOCC approved $234,000 in financing for the <br /> proposed purchase of solid waste disposal carts as part of the FY 2015-16 Final Financing <br /> Resolution Authorizing the Issuance of $8,150,000 in Installment Purchase Financing for <br /> Various Capital Investment Plan Projects. Repayment of the debt related to this portion of the <br /> financing will be made from the Solid Waste Enterprise Fund. <br /> The cost of the carts is $51.77 each as noted on the attached quote. Assembly and distribution <br /> costs of $7.00 each for 3,400 of the carts being deployed immediately by Rehrig is also <br /> budgeted. It should be noted that the attached quote details 4,000 carts and a total cost of <br /> $230,880. Staff has since increased the number of proposed carts by 60, to 4,060, and thereby <br /> bringing the total cost to $234,000. <br /> North Carolina General Statute (NCGS) 143-129 (e) (3) allows local governments to make <br /> purchases through a competitive bidding group purchasing program, which is a formally <br /> organized program that offers competitively obtained purchasing services at discount prices to <br /> two or more public agencies. The HGACBuy is a cooperative purchasing group that meets the <br /> requirements of NCGS 143-129 (e) (3). The specific contract number is HGACBuy Contract <br /> #RC01-16. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice goal is furthered by <br /> this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> RECOMMENDATION(S): The Manager recommends that the Board authorize the purchase of <br /> 4,060 roll carts (95 gallon size) from Rehrig Pacific at a total cost of $234,000. <br />
