5 <br /> 1 o extending the life of the schools an additional 50 years; and <br /> 2 o providing educational facilities that meet Orange County school construction <br /> 3 standards. <br /> 4 • Implementation of the recommendations eliminate mobile classrooms (also in need of <br /> 5 renovations)while providing additional student capacity. <br /> 6 o Elementary school capacity increase = 555. <br /> 7 o High school capacity increase = 155. <br /> 8 • Increased student capacity would result in deferment of new elementary school and high <br /> 9 school additions well beyond the 10-year CIP window. <br /> 10 o Delays nearly $57.6 million in projected capital <br /> 11 expenditures. <br /> 12 o Delays significant operational increases with opening a new school. <br /> 13 • Bond funds and future capital funds directed to the 10 oldest schools will make available <br /> 14 CIP (Paygo) revenue for needed maintenance at district's "newer" schools that are 20- <br /> 15 30 years of age. <br /> 16 <br /> 17 Phase 1 Projects Rationale <br /> 18 <br /> 19 Chapel Hill High School <br /> 20 • significant disrepair and deferred maintenance <br /> 21 • building has chronic flooding, moisture and mold issues <br /> 22 • inadequate educational spaces, including severely antiquated science labs <br /> 23 • academic building needs complete replacement <br /> 24 • the entire campus HVAC system needs replacement <br /> 25 • profound security concerns including: multiple access points, outdated security <br /> 26 system, and hard to monitor entrances <br /> 27 • major traffic and pedestrian conflicts that cause congestion, busing delays, and <br /> 28 safety issues <br /> 29 • pervasive ADA issues throughout the campus <br /> 30 • scale of project requires significant financial investment (bond appropriate) <br /> 31 <br /> 32 Glenwood Elementary School <br /> 33 • provides a solution to continue safe operations for the next 10 years <br /> 34 • addresses safety and security concerns by providing a secure entrance <br /> 35 • addresses handicap accessibility and appropriate restrooms <br /> 36 • addresses flooding, moisture, and mold issues <br /> 37 • provides for repairs to existing infrastructure <br /> 38 • Glenwood Elementary's continuance after 10 years is uncertain <br /> 39 <br /> 40 PreK Center/ Phoenix Academy/ Lincoln Center <br /> 41 • provides a comprehensive facility to support early childhood education <br /> 42 o improved access to educational resources <br /> 43 o improved services for students <br /> 44 o disadvantaged student supports <br /> 45 • returns existing space back to elementary schools and allows for phasing of other <br /> 46 projects <br /> 47 • provides the greatest increase in capacity <br /> 48 o 189 Elementary School seats <br /> 49 o 100 High School seats <br />
