4 <br /> 1 Commissioner Burroughs referred to the CRHS project, and asked if the SAPFO <br /> 2 numbers remain fairly flat, would OCS possibly delay this project. <br /> 3 Pam Jones said yes, but two major developments have been approved in the <br /> 4 Hillsborough area, and while elementary capacity can be maneuvered around, high school <br /> 5 capacity cannot. She said these developments will be both single family and multiple family <br /> 6 housing. She said it takes about three years for the developments to move from shovel ready <br /> 7 to occupation. <br /> 8 Chair McKee said to use the Collins Ridge development as an example, and asked how <br /> 9 quickly the SAPFO numbers would reflect the growth. He asked if the capacity demand does <br /> 10 not come to fruition, would OCS move some Phase 2 projects forward and the CRHS project <br /> 11 move back. <br /> 12 Donna Coffey said that is a discussion the OCS board would have to have. <br /> 13 Pam Jones said there is enough flexibility to complete the design for CRHS and then <br /> 14 manipulate the projects if need be. <br /> 15 Commissioner Jacobs referred to the Collins Ridge development, and asked if the <br /> 16 potential population impact would be felt more at the high school level than the elementary <br /> 17 level, due to available capacity at the elementary level. <br /> 18 Pam Jones said there is more flexibility because there is more capacity in the <br /> 19 elementary schools and middle schools, but not in the high schools. <br /> 20 Commissioner Jacobs asked if re-districting is anticipated. <br /> 21 Donna Coffey said this discussion has yet to occur. <br /> 22 Commissioner Jacobs asked if it is known when redistricting was last discussed. <br /> 23 Donna Coffey said at least six years ago. <br /> 24 Commissioner Jacobs asked if there is a felt need to put the new transportation facility <br /> 25 close to the present one. <br /> 26 Pam Jones said it should be near the center of Orange County, so that both school <br /> 27 districts can have access. <br /> 28 <br /> 29 CHCCS <br /> 30 Tom Forcella said this discussion began over four years ago regarding new buildings, <br /> 31 and the conversation turned to the dire needs of the older facilities, then turned again to the <br /> 32 "what ifs" and what may be possible with the older buildings to improve safety, and also <br /> 33 increase capacity. He said it is clear that all needs cannot be met at one time, and CHCCS <br /> 34 supports a long-range approach and vision for its older schools. <br /> 35 Todd LoFrese reviewed the following PowerPoint presentation: <br /> 36 <br /> 37 Older Facility Recommendations and the 2016-26 CIP Key Elements of Older Facility <br /> 38 Recommendations <br /> 39 (included in the 2016-26 CIP Recommendations) <br /> 40 <br /> 41 • The recommendations are for a comprehensive program that focuses on the district's 10 <br /> 42 oldest schools. <br /> 43 • Facility recommendations include: <br /> 44 o correction of building code violations; <br /> 45 o improved safety by consolidating operations and controlling entry; <br /> 46 o indoor air quality deficiencies and health concerns addressed; <br /> 47 o replacement of malfunctioning mechanical equipment; <br /> 48 o relief of traffic congestion problems and providing pedestrian access; <br /> 49 o deconstruction of some inefficient buildings; <br /> 50 o accessibility for all students and staff; <br />
