Consent Agenda <br /> 9 <br /> 10 • Removal of Any Items from Consent Agenda <br /> 11 6-c by Commissioner Jacobs <br /> 12 6-e by Commissioner Rich <br /> 13 <br /> 14 • Approval of Remaining Consent Agenda <br /> 15 <br /> 16 A motion was made by Commissioner Dorosin, seconded by Commissioner Price to <br /> 17 approve the remaining items on the consent agenda. <br /> 18 <br /> 19 VOTE: UNANIMOUS <br /> 20 <br /> 21 • Discussion and Approval of the Items Removed from the Consent Agenda <br /> 22 <br /> 23 6-c: Renewal of Food and Organic Waste Collection and Composting Contract <br /> 24 The Board will consider approving an amendment renewing the contract with Judy D. <br /> 25 Brooks Contractor, Inc. that enables the County Solid Waste Management Department to <br /> 26 provide collection for separated food waste and other organic materials to commercial and <br /> 27 institutional establishments throughout Orange County, and authorize the Manager to sign the <br /> 28 Contract Amendment. <br /> 29 <br /> 30 Commissioner Jacobs said he usually removes this item to express hope that the next <br /> 31 time it comes up, there will be an internal organic waste recycling program so that out sourcing <br /> 32 will no longer be necessary. He said he understands that state law prohibits requiring a living <br /> 33 wage, but he recalled the Board directing the Attorney to come back with a policy that could <br /> 34 serve as a guiding document to include in the bidding process, expressing the Board's intent. <br /> 35 John Roberts said the Manager had informed the Board that this would be addressed <br /> 36 during upcoming budget discussions. <br /> 37 Bonnie Hammersley said there was a presentation made, and the issue will be <br /> 38 addressed in contracts where the County can legally require a living wage, but as this contract <br /> 39 is a bidded one, there are limitations on the County's abilities. She said the living wage will be <br /> 40 addressed in the 2016-17 budget. <br /> 41 Commissioner Jacobs asked if this will be a two prong approach, requiring a living wage <br /> 42 when possible, as well as forwarding a document about the County's stance to all who may be <br /> 43 bidding on contracts. <br /> 44 Bonnie Hammersley said she would get back to the Board on this issue. <br /> 45 <br /> 46 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to <br /> 47 approve an amendment renewing the contract with Judy D.
