6 <br /> 1 <br /> 2 A motion was made by Commissioner Price, seconded by Commissioner Rich for the <br /> 3 Board to approve the amended resolution with Commissioner Jacobs' proposed language and <br /> 4 to delete the "be it further resolved" section about litigation and authorized the Chair to sign the <br /> 5 attached resolution. <br /> 6 <br /> 7 Commissioner Rich said to insert "in its entirety" after the resolution to repeal HB2. <br /> 8 Commissioner Price agreed to add this. <br /> 9 <br /> 10 VOTE: UNANIMOUS <br /> 11 <br /> 12 A motion was made by Commissioner Dorosin, seconded by Commissioner Price to <br /> 13 authorize the County Attorney to support, join and/or initiate litigation seeking to challenge and <br /> 14 overturn all the provisions of HB2. <br /> 15 <br /> 16 Commissioner Pelissier said she will not vote in favor if this motion until the Board meets <br /> 17 with its attorney. She said it is hateful that the County is being punished by the State for taking <br /> 18 a stance against HB2. She said this is a social justice issue. <br /> 19 Commissioner Jacobs said he appreciated Commissioner Pelissier's comments and <br /> 20 position, but it is never an easy choice when you are bullied for the wrong reasons. <br /> 21 <br /> 22 VOTE: Ayes, 6; Nays, 1 (Commissioner Pelissier) <br /> 23 <br /> 24 c. National Small Business Week Proclamation <br /> 25 The Board considered approving a proclamation, joining with the U.S. Small Business <br /> 26 Administration, to designate the week of May 1 through May 7, 2016 as National Small <br /> 27 Business Week and honor small businesses for their contributions to the economy of the <br /> 28 nation, state and county, and authorizing the Chair to sign the proclamation. <br /> 29 Steve Brantley said Business Retention staff member, Yvonne Scarlett, joins him. <br /> 30 Yvonne Scarlett recognized some of their Small Business Owners in the audience. <br /> 31 Steve Brantley showed a 4-minute video, which highlighted small businesses in Orange <br /> 32 County. <br /> 33 Chair McKee read the proclamation: <br /> 34 <br /> 35 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 36 NATIONAL SMALL BUSINESS WEEK PROCLAMATION <br /> 37 <br /> 38 WHEREAS, America's progress has been driven by pioneers who think big, take risks and work <br /> 39 hard; and <br /> 40 <br /> 41 WHEREAS, from the storefront shops that anchor Main Street to the high-tech startups that <br /> 42 keep America on the cutting edge, small businesses are the backbone of our economy and the <br /> 43 cornerstones of our nation's promise; and <br /> 44 <br /> 45 WHEREAS, small business owners and Main Street businesses have energy and a passion for <br /> 46 what they do; and <br /> 47 <br /> 48 WHEREAS, when we support small business, jobs are created and local communities preserve <br /> 49 their unique culture; and <br /> 50 <br /> 6 <br />
