KNOWLEDGE REQUIRED BY THE POSITION: <br />. Knowledge of HUD program regulations and policies. <br />• Knowledge of state housing programs. <br />• Knowledge of department policies and procedures. <br />• Knowledge of accounting principles and practices. <br />• Skill in performing mathematical calculations. <br />• Skill in interviewing persons and gathering information. <br />• Skill in operating standard office equipment such as a computer, calculator, scanner, <br />copier, and facsimile machine. <br />• Skill in analysis and problem solving. <br />. Skill in public and interpersonal relations. <br />• Skill in oral and written communication. <br />SUPERVISORY CONTROLS: The Housing and Community Development Director assigns <br />work in terms of detailed and specific instructions for on-going work and more general <br />instructions for one-time activities. Completed work is spot-checked for compliance with <br />established procedures, accuracy, and the nature and propriety of the final results. <br />GUIDELINES: Guidelines include Housing and Urban Development rules and regulations, <br />relevant state laws, county ordinances, and department policies and procedures. These <br />guidelines are diverse but generally clear and specific. They may require some interpretation in <br />the application. <br />COMPLEXITY: The work is complicated by the need to reconcile federal and state program <br />regulations and deadlines with community needs to achieve the best possible outcomes for the <br />community. <br />SCOPE AND EFFECT: The purpose of this position is to provide effective administration and <br />staff support for the HOME program. Successful performance in this position helps ensure <br />affordable housing in the community by utilizing the funds available through the HOME program. <br />PERSONAL CONTACTS: Contacts are typically with co-workers, other County employees, <br />property owners and managers, program sub-recipients, human services agency <br />representatives, attorneys, elected officials, and the general public. <br />PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, resolve <br />problems, assure services are provided, and negotiate matters.
