ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 6, 2007 <br />Action Agenda <br />Item No. ?_J_ <br />SUBJECT: Classification and Pay Plan Amendment - Add Class of Housing Programs <br />Coordinator <br />DEPARTMENT: Housing & Community <br />Development/ Personnel <br />PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): <br />Class Specification for Housing Programs <br />Coordinator <br />INFORMATION CONTACT: <br />Tara Fikes, Housing & Community <br />Development Director, 919-245-2490 <br />Rod Visser, Interim Personnel Director <br />919-245-2552 <br />PURPOSE: To amend the Orange County Classification and Pay Plan to add the new class of <br />Housing Programs Coordinator at Salary Grade 17. <br />BACKGROUND: As an element of the 2007-08 Orange County operating budget, the Board of <br />Commissioners approved on June 26, 2007 the creation of a new HOME Program Coordinator <br />position in the Housing and Community Development Department, effective July 1, 2007. <br />Among numerous other duties, the most significant responsibilities of this position will include: <br />Serving as Administrator of the HOME Investment Partnership Program on behalf of the <br />Orange County HOME Consortium in accordance with applicable HOME regulations. <br />Monitoring the activities of funded sub-recipients, including site visits and field inspections to <br />ensure quantity. and quality of work performed and compliance with contract specifications. <br />Maintaining the financial system for the HOME Program, coordinating financial management <br />of the program with the County Finance Department. <br />This new position does not fit into an existing classification in the County's Classification and <br />Pay Plan. Accordingly, it was necessary to review and develop a proposed classification for the <br />position before recruitment and selection of an employee can be undertaken. Personnel staff, <br />with major assistance provided by retired Orange County Personnel Director Elaine Holmes, <br />reviewed the duties and responsibilities of the position and compared the duties and <br />responsibilities to existing County positions. <br />Based on this analysis, Personnel staff recommend that the new position previously approved <br />by the BOCC be added to the Classification and Pay Plan as "Housing Programs Coordinator" <br />at Salary Grade 17. Salary Grade 17 has a hiring range of $39,677 - $51,552.
