7 <br /> greater extent the existing resources in our community to serve this goal. This includes <br /> the Housing Choice Voucher program. While other preferences would certainly remain a <br /> part of the determination (whether those pertain to domestic violence, disability status, or <br /> income), adding and tracking a preference for homelessness would be a valuable <br /> contribution from the Housing Department in addressing homelessness issues. (Since <br /> 2013, HUD has directed PHAs and CoCs to work in partnership to prevent and end <br /> homelessness: https://www.hudexchange.info/news/resources-for-coc-and-pha- <br /> collaboration-to-end-homelessness/. Establishing a homeless preference can be a <br /> concrete step to solidify our common goals.) <br /> 10. For AR1, we suggest including a sentence that allows consideration of denser <br /> developments on the right site, even if it is a small site. <br /> 11. For AR2, we suggest that proposals be evaluated and scored by Orange County staff <br /> before being passed on to Advisory boards to review and make funding <br /> recommendations to the BOCC. This is a lesson learned from members' experience on <br /> the Town of Chapel Hill's Housing Advisory Board, which makes recommendations for <br /> funding from the Town's Affordable Housing Reserve. <br /> 12. We strongly support Goal 10, and suggest a comprehensive, county-wide approach that <br /> determines how we can best use our assets and tools to address our needs instead of <br /> adopting a piecemeal approach. We encourage the creation of an intergovernmental <br /> group with all town managers and planning staff to coordinate funding efforts and <br /> projects. We should not have three or four similar, but differing governmental strategies <br /> to address affordable housing challenges within the County <br /> Again, we are grateful for the opportunity to provide input, and happy to provide additional <br /> clarification to any of the above comments and suggestions.
