TRIANGLE J COUNCIL OF GOVERNMENTS
4) 4307 Emperor Boulevard, Suite 110
Durham, NC 27703
World Mailing Address: PO Box 12276
Research Triangle Park, NC 27709
Class
91919.549.9390
Region July 1, 2007 9.549.0551 FAX:
tlcog dst nc.us
MEMORANDUM
TO: Moses Carey, Jr., Chairman, Orange County Board of County Commissioners
FROM: Dee Freeman, Executive Directo?
SUBJECT: Memorandum of Understanding - Development and Infrastructure Partnership
The Triangle J Council of Governments is very pleased to acknowledge that the
University of North Carolina at Chapel Hill, Duke University, North Carolina State University,
and North Carolina Central University have each agreed to become a participating partner in
Triangle Fs "Development and Infrastructure Partnership". These four leading universities will
join Orange, Durham and Wake Counties, along with Raleigh, Durham, Cary, Chapel FEB and
Morrisville in bringing together community and regional partners to work on long-term regional
strategies regarding the development and conservation of land, providing infrastructure to
support development, and improving mobility. Other regional partners, state agencies, and
private sector interests will join the universities and local governments in this three-year
initiative.
This initiative is detailed within the May 1, 2007 "Partnership for Development and
Infrastructure" brochure included as "Attachment A" to this memorandum. This is the same
material provided with Triangle J's D&I budget request dated March 2nd of this year, and it
identifies the purpose and mission of the initiative.
Over the next three years it is anticipated that the chancellors, mayors, commission
chairs, and other department secretaries or agency heads will convene two or three times a.year
to focus on the most crucial development and infrastructure issues facing the region. These will
be substantive and intense meetings designed to concentrate on key issues as we seek new and
innovative solutions to these critical concerns - examples of possible results from the partnership
are shown in the attached document. It is Triangle J's expectation that the combined wisdom
and experience of the partnership's senior leaders will result in at least two or three major
conclusions leading to world class initiatives or programs that directly address the development
and infrastructure needs of the Triangle.
MISSION STATEMENT
To serve as an intergovernmental organization for local elected officials
that works proactively on regional issues in order to sustain and improve the quality of life for our citizens.
t?
