Partnership for Development & Infrastructure Brochure <br />PURPOSE: To consider becoming a sponsor of the Partnership for Development and Infrastructure, <br />and authorize the Chair to sign the Memorandum of Understanding. <br />BACKGROUND: Community leaders in the Triangle Region have initiated the Partnership for <br />Development and Infrastructure to bring together the leadership, knowledge and resources of the <br />region to address the complex development and infrastructure issues that will influence the future <br />economic success and quality of life in the region. The initiative will provide tools and knowledge to <br />make better-informed decisions and provide the means for communities, regional infrastructure <br />authorities, the private sector and universities to resolve issues that arise between them. Existing <br />programs, such as the Joint Land Use-Transportation-Air Quality Program, Center of the Region <br />Enterprise, Smart Growth Committee, Triangle Area Rural Planning Organization, Triangle Data <br />Center, and Community Participation and Assistance Program, are to be included in the Partnership <br />for Development and Infrastructure. <br />The Partnership for Development and Infrastructure will require: <br />1. Commitment by senior institutional leadership to meet 2 or 3 times a year with their peers to <br />focus on the most crucial development and infrastructure issues facing the region; <br />2. Sustained involvement by staff and members from the sponsors; <br />3. A three to five year initial funding commitment to define and carry out the Partnership's work <br />program. <br />FINANCIAL IMPACT: Orange County's financial commitment to the Triangle J Council of <br />Governments for the Partnership for Development and Infrastructure for each of the next three <br />years of the initiative will be $10,066 per year,-which includes $7,566 for Orange County's dues for <br />the Triangle Area Rural Planning Organization (TARPO) and $2,500 to support other initiatives of <br />the Partnership for Development and Infrastructure. The $2,500 for initiatives other than the <br />TARPO is presently unfunded in this year's budget. This agreement is for a three-year period so <br />$10,066 will have to be allocated in FY 2008-2009 and FY 2009-2010. The additional $2,500 in <br />funding could be allocated from the BOCC Contingency Fund, which has a balance of $35,000. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the MOU and <br />authorize the Chair to sign the Memorandum of Understanding for the Partnership for Development <br />and Infrastructure, and that the additional $2,500 in funding be allocated from BOCC Contingency.
