He asked if there would be ramifications of pushing it <br /> to 2017-18. <br /> Bonnie Hammersley said there was some uncertainty with Carrboro's timeline but that <br /> has now been somewhat finalized. She said the CIP is a moving target and is used as a <br /> planning document. <br /> Commissioner Dorosin asked if the spending expectations for 2016-17 are known. <br /> Jeff Thompson said less than $50,000 and these are for studies and possibly <br /> professional services, such as title work, etc. <br /> Commissioner Jacobs said last year money for the South Human Services campus was <br /> moved back a year to bring them some more flexibility within their debt capacity. <br /> Commissioner Jacobs said he appreciated the definitive nature of the size of this <br /> facility, and this is where he was trying to go with the new agricultural facility at the last BOCC <br /> meeting. He said it is important to be as specific as possible, and up front with the public. He <br /> said the functions of this proposed library still need to be defined and clarified. <br /> Commissioner Jacobs said before this project begins a commitment from Carrboro is <br /> needed, regarding their participation in the operating budget. <br /> Bonnie Hammersley said once the studies are completed, she and the Carrboro <br /> Manager work on an agreement to bring back to the Board,before moving forward. <br /> Commissioner Pelissier said the meeting space is not just intended for Carrboro, and <br /> the vision did not come just from the visioning groups. She said she recalled given projected <br /> population growth that an estimated 20,000 square feet would be needed for this library, with <br /> the possibility for expansion. She said she is not clear what the Board is trying to build here. <br /> Commissioner Pelissier referred to the schedule and the feasibility study, which is to be <br /> completed, and then reviewed by Kidzu and the Arts Center. She asked if this study is still <br /> going to occur. <br /> Bonnie Hammersley said Carrboro is still working with Kidzu and the Arts Center and <br /> that is why it is still in there, as it refers to Carrboro's space issues. <br /> Commissioner Rich asked if the operating costs of McDougal and Cybrary are known. <br /> Bonnie Hammersley said she will get this information. <br /> Commissioner Rich asked if Carrboro owns the land and if the County will be building <br /> the library on Carrboro land. <br /> Bonnie Hammersley said Carrboro owns the land but a final agreement has yet to be <br /> reached. She said three options are being considered: purchase the land from Carrboro and <br /> build; have a public-private partnership with a developer; and work solely with Carrboro, which <br />
