12 <br /> Travis Myren resumed the presentation: <br /> Policy Priorities <br /> • Accessibility & Security Improvements - $190,000 Page 42 <br /> o Recommended through the Space Study Work Group and collaborative <br /> accessibility survey process <br /> Policy Priorities <br /> • EMS Substation Co-location - $500,000: Page 53 <br /> o Lease agreement with Chapel Hill needed <br /> o Future colocations recommended in future CIP years — precise locations <br /> may change <br /> Colocation with Chapel Hill Hamilton Road Station <br /> EMS Existing and Proposed SubStations <br /> Parks, Open Space, and Trail Development <br /> • Blackwood Farm Park- $1.26M: Page 56 <br /> o FY2016-17 is Phase 1 of multi-year park development <br /> o Major park construction scheduled for FY2017-18 ($1,815,000) <br /> o Parks Operations Base scheduled for FY2018-19 ($2,572,000) <br /> o New operating expenses for personnel and operations of approximately <br /> $190,000 on full build out <br /> Existing and Future Parks <br /> David Stancil, Department of Environment, Agriculture, Parks and Recreation Director <br /> (DEAPR), said one of the most limiting aspects of this park is the driveway and the Master <br /> Plan includes building a new driveway. <br /> Commissioner Burroughs asked if there is timing sensitivity regarding the moving of the <br /> parks operation base. <br /> David Stancil said the sensitivity issue is simply one of efficiency, and it would make <br /> sense to do this in phases. <br /> Commissioner Burroughs asked if the need for additional parking is based on future <br /> projections. <br /> David Stancil said the parking lot has definitely been full on the weekend, and there is <br /> occasional overflow. He said the parking and driveway must be addressed before anything <br /> else can be accomplished. <br /> Commissioner Burroughs said she may consider this as a lower priority given the <br /> enormous fiscal projects facing the County in the coming years. <br /> Commissioner Dorosin said the current plan is that the new driveway and parking lot <br /> will be in place next year. <br /> David Stancil said yes. <br /> Commissioner Rich said a new driveway is needed soon to provide for safer entry and <br /> exit to this park. <br /> David Stancil presented the following slides: <br />
