11 <br /> Hillsborough EDD (map) <br /> Craig Benedict said the map shows the intersection of 1-85 and old NC 86. He said <br /> there has been a great deal of economic interest in this area, and the sewer line will be helpful <br /> with that. He said there will hopefully be some partnership with the Town of Hillsborough <br /> regarding water extension. <br /> Commissioner Rich said Hillsborough is growing rapidly and asked if water supply <br /> capabilities may be an issue in this area. <br /> Craig Benedict said no. He said Hillsborough is aware of the necessary water supplies <br /> to service these areas. <br /> Chair McKee referred to page 17 of the handout and asked for clarification regarding <br /> funding. <br /> Craig Benedict said there was $150,000 for 2014-15 and $1 million in 2015-16. <br /> Chair McKee asked if this means there are funds available to being work, once an <br /> agreement with Hillsborough is reached. <br /> Craig Benedict said yes. He said if timing speeds up, there are funds that can be <br /> moved around to keep the project moving forward. <br /> Chair McKee asked if $1.15 million would be sufficient to get water and sewer under I- <br /> 40. <br /> Craig Benedict said yes. <br /> Chair McKee asked if it would be the responsibility of the developer to continue the <br /> water and sewer from the work done by the County and Town. <br /> Craig Benedict said yes, the County and Town would create the backbone of the <br /> system, and the developer would build from there. <br /> Commissioner Jacobs asked if there is any expectation for the developers to reimburse <br /> these costs at any point. <br /> Bonnie Hammersley said that would be an appealing option to consider. <br /> Commissioner Jacobs said the original intent of the EDD was for the developers to fund <br /> all water and sewer costs, to avoid public dollars paying for it.
