5
REQUEST FOR PROPOSAL
Cultural Resources Survey: Hollow Rock Access Area and New Hope Preserve
Orange County is seeking a qualified and experienced archaeologist(s) to conduct a
cultural resources survey on several adjacent tracts (97 acres total) purchased for the
proposed Hollow Rock Access Area and adjoining New Hope Preserve. The Hollow
Rock Access Area will include a trail and limited parking, along with other limited
facilities sited in a natural area. Information from the survey will be used to assist with
the siting of future facilities and for identifying areas of historic and cultural interest for
interpretation.
The project represents a multi jurisdictional public-private partnership including Orange
and Durham counties, the Town of Chapel Hill, the City of Durham, and the Triangle
Land Conservancy (TLC) and as such will likely have considerable public outreach
through the public process and related news media. The "Hollow Rock Access Area"
will be designed by a joint committee (consisting of elected officials, park advisory
boards members, and local advocacy groups) charged with developing a master plan.
The future facility will be developed and managed as a joint effort between the two
counties. Orange County will also use the survey findings at a subsequent date for
planning the New Hope Creek Preserve.
This project is funded in part with a federal 2007 Historic Preservation Fund pass-
through grant, administered through the Office of State Archaeology (OSA) and the
State Historic Preservation Office (SHPO). Contract requirements dictate the scope of
work, project timetable and deliverables.
All proposals must address the specifications of the accompanying Scope of Work, and
are to include, but not be limited to the following:
1. A discussion of the research design for the proposed investigation.
2. A discussion of the field and laboratory methods to be employed.
3. A work schedule for the proposed survey.
4. A lump sum project cost proposal, with cost breakouts as cited in Section IV.
5. Resumes articulating qualifications of all members of the project team, including,
but not limited to the Principal Investigator(s) and field director(s).
6. A list of all similar projects completed by the proposer over the past five (5) years,
along with contact names and telephone numbers where they may now be
reached.
