ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 6, 2007 <br />Action Agenda <br />Item No. <br />SUBJECT: Selection and Contract for Legacy Research Associates, Inc. for a Cultural <br />Resources (Cultural and Archaeological) Survey of the Hollow Rock Access <br />Area and New Hope Preserve <br />DEPARTMENT: ERCD, Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />1) Request for Proposals David Stancil, 245-2590 <br />2) Staff Analysis of Proposals Pam Jones, 245-2652 <br />3) Consultant Proposal Cost Breakout Tina Moon, 210-2595 <br />PURPOSE: To consider the selection and contract for Legacy Research Associates, Inc. for a <br />Phase 1 Cultural Resources Survey of the 97-acre Hollow Rock Access Area scheduled for an <br />upcoming joint master plan design (as well as adjoining lands that would be part of the New <br />Hope Preserve). <br />BACKGROUND: At the January 23, 2007 BOCC meeting, ERCD staff requested authorization <br />to apply for a federal Historic Preservation Fund 60-40 matching grant to offset the cost of <br />conducting a cultural resources survey of the 97-acre Hollow Rock Access Area and future New <br />Hope Preserve located along Erwin Road and Pickett Road. Orange County entered into an <br />interlocal agreement with Durham County, City of Durham and the Town of Chapel Hill for <br />acquisition of a portion of the Hollow Rock land and the design of future public facilities thereon. <br />In mid-April, ERCD staff received formal notice that the survey had been selected for funding, <br />and the Board formally accepted the $9,000 grant on May 15, 2007. The state's administration <br />of the federal Historic Preservation Fund includes the preparation of the contract between the <br />County and the contractor, once the contractor is selected. <br />ERCD staff, in conjunction with the State Historic Preservation Office and Office of State <br />Archaeology (OSA), prepared a Request for Proposals (RFP) and advertised the request to ten <br />consulting firms in late July. A copy of the RFP is included as Attachment 1. Orange County <br />received four (4) proposals. After a thorough evaluation of the proposals and consultation with <br />the OSA and Durham County, ERCD recommends awarding the contract to Legacy Research <br />Associates, Inc. This firm's excellent proposal, high level of experience, and cost of services <br />make it the first choice. A more detailed evaluation of the proposals is available from ERCD. <br />The survey will be comprised of the following principal components: (a) background research, <br />(b) an intensive surface and subsurface investigation of the areas of the park identified for active <br />recreation, (c) a reconnaissance survey of the areas of the park intended for passive recreation, <br />and (d) a reporting of results. A draft final report will be submitted to Orange County by October <br />3, 2007 and the final report no later than November 9, 2007.
