Agency/entity responsible for preparing/administering the Consolidated Plan <br /> The following are the agencies/entities responsible for preparing the Consolidated Plan and those <br /> responsible for administration of each grant program and funding source. <br /> Agency Role Name Department/Agency <br /> HOME Administrator Orange County Housing, Human Rights, and <br /> Community Development <br /> Table 1—Responsible Agencies <br /> Narrative <br /> Orange County is serving as the Lead Entity for the HOME Consortium. The member jurisdictions of the <br /> Consortium are the Towns of Carrboro, Chapel Hill, and Hillsborough. <br /> Orange County's Housing, Human Rights, and Community Development Department is the administrating <br /> agency for the HOME program. The Housing, Human Rights, and Community Development Department <br /> prepares the Five Year Consolidated Plan, Annual Action Plans, Environmental Review Records (ERR's), <br /> Consolidated Annual Performance Evaluation Reports(CAPER),and performs the monitoring of contracts, <br /> processing of pay requisitions, contracting, and oversight of the programs on a day to day basis. In <br /> addition, Orange County has a private planning consulting firm available to assist the County on an as <br /> needed basis. <br /> The Town of Chapel Hill's Office of Housing and Community Department is the administrating agency for <br /> the Town's CDBG program.
