This is the County's second year of the FFY 2015- <br /> 2019 Five-Year Consolidated Plan. <br /> During the FFY 2016 Program Year, the Orange County HOME Consortium anticipates the <br /> following Federal financial resources: <br /> • FFY 2016 HOME Funds $ 308,538.00 <br /> • HOME Program Income $ 38,069.00 <br /> • Unexpended Funds from Previous Years $ 64,481.00 <br /> • HOME Match $ 69,421.00 <br /> Total: $ 480,509.00 <br /> During the FFY 2016 HOME Program Year, the Orange County HOME Consortium proposes to <br /> address the following priority need categories from its Five Year Consolidated Plan: <br /> • Housing Priority - There is a need to improve the quality of the housing stock in the <br /> County by increasing the amount of decent, safe, sound, and accessible housing for <br /> homeowners, renters, and homebuyers that is affordable to low- and moderate-income <br /> persons and families. <br /> • Homeless Priority-There is a need for housing and support services for homeless persons <br /> and persons who are at-risk of becoming homeless. <br /> • Other Special Needs Priority-There is a continuing need for affordable housing,services, <br /> and facilities for persons with special needs, the elderly, and the disabled. <br /> • Community Development Priority-There is a need to improve the public and community <br /> facilities, infrastructure, public services, and the quality of life for all residents in the <br /> County, particularly in areas or for facilities and infrastructure demonstrating signs of <br /> physical decline or economic stress. <br /> • Economic Development Priority - There is a need to increase employment, self- <br /> sufficiency, education,job training, technical assistance, and economic empowerment of <br /> low- and moderate-income residents in the County. <br /> • Administration, Planning, and Management Priority - There is a continuing need for <br /> planning, administration, management, and oversight of federal, state, and local funded <br /> programs as well as an increase in cooperation and collaboration amongst public and <br /> private partners and the communities in the Consortium in addressing affordable <br /> housing, preservation, and development needs of the region that ultimately affect the <br /> quality of life for all residents. <br /> A "draft" of the FFY 2016 Annual Action Plan was placed on display at the Orange County <br /> Department of Housing, Human Rights, and Community Development, located at 300 Tryon <br /> Street, Hillsborough, NC. The plan was also on display on the County's website at <br /> http://www.co.orange.nc.us.The display period started on Friday,April 1, 2016 through Monday, <br /> May 2, 2016 for a 30-day display period.
