16 <br /> The Annual Action Plan is made up of multiple components, which include: funding applications <br /> from municipalities/social service agencies and housing organizations; citizen participation; and <br /> the development of the Annual Action Plan. <br /> Each item of the plan helps benefit the low-and moderate-income population in Orange County. <br /> Orange County has an approved Citizen Participation Plan, as required by HUD, on file with HUD <br /> and at the Orange County Department of Housing, Human Rights, and Community Development. <br /> The County abided by its Citizen Participation Plan in the preparation and development of the FFY <br /> 2016 Annual Action Plan. <br /> The first step of the planning process for the FFY 2016 Annual Action Plan started with holding <br /> one (1) public hearing to obtain citizen input on the needs of Orange County. The first needs <br /> hearing was held on Tuesday, December 15, 2015 at 7:00 PM at the Southern Human Services <br /> Center located at 2501 Homestead Road, Chapel Hill, NC 27516. The first needs hearing was <br /> published on December 2, 2015 in "The Herald-Sun", posted on the County's website and emails <br /> were sent to local municipalities and non-profit agencies/organizations. At the public hearing, <br /> residents had the opportunity to give their input and thoughts on the housing, community <br /> development, and economic development needs in Orange County and how the HOME funds <br /> should best be spent to benefit low- and moderate-income persons. <br /> The Orange County Department of Housing, Human Rights, and Community Development held a <br /> Funding Application Orientation Workshop on Wednesday, December 2, 2015 at 9:00am in the <br /> Chapel Hill Public Library located at 100 Library Drive, Chapel Hill, NC 27514. Applications for <br /> CDBG and HOME funding were due back to the County by 2:00 PM on Monday,January 25, 2016. <br /> Information was also available on the Orange County Department of Housing, Human Rights, and <br /> Community Development's website. <br /> The Final Public Hearing Notice was published on Wednesday, March 30, 2016. At the Public <br /> Hearing, held on Thursday, May 5, 2016 at 7:00PM residents were given the opportunity to <br /> comment on the "draft" version of the FFY 2016 Annual Action Plan and which projects/activities <br /> would be funded with FFY 2016 CDBG funds. <br /> The FFY 2016 Annual Action Plan was on public display beginning Friday, April 1, 2016 through <br /> Monday, May 2, 2016 at the following location in the County and on the County's website <br /> (http://www.co.orange.nc.us) <br /> • Orange County Housing, Human Rights, and Community Development Department <br /> 300 W.
