It may also contain any essential items from the housing and <br /> homeless needs assessment, the housing market analysis or the strategic plan. <br /> The goal of the Orange County HOME Consortium is to improve the quality of life for County <br /> residents by retaining and increasing the supply of affordable housing units for both owner <br /> occupants and renters and by providing homeownership opportunities for low- and moderate- <br /> income residents. During the FFY 2016 CDBG Program Year, the County proposes to address the <br /> following priority need categories identified in its Five Year Consolidated Plan: <br /> The priority ranking of needs for housing, homelessness, other special needs, community <br /> development, economic development, and anti-poverty are as follows: <br /> Housing Priority(High Priority) <br /> There is a need to improve the quality of the housing stock in the County by increasing the amount <br /> of decent, safe, sound, and accessible housing for homeowners, renters, and homebuyers that is <br /> affordable to low-and moderate-income persons and families. <br /> Goals/Strategies: <br /> • HS-1 Housing Rehabilitation - Continue to provide financial assistance to low- and <br /> moderate-income homeowners to rehabilitate their existing owner-occupied housing. <br /> • HS-4 Home Ownership - Assist low- and moderate-income households to become <br /> homeowners by providing down payment assistance,closing cost assistance, and housing <br /> counseling training including Section 8 Housing Choice Voucher holders. <br /> Administration, Planning,and Management Priority(High Priority) <br /> There is a continuing need for planning, administration, management, and oversight of federal, <br /> state, and local funded programs as well as an increasing need for cooperation and collaboration <br /> amongst public and private partners and the communities in the Consortium in addressing <br /> Annual Action Plan 5 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
