13 <br /> housing developments throughout the County, especially in the urban areas (though in urban <br /> areas cost and the lack of available land make this almost prohibitive). Therefore, opportunities <br /> for infill development and acquisition and or rehabilitation in these areas should be encouraged <br /> to meet affordable housing needs and opportunities for access to transportation, services and <br /> employment. <br /> The areas impacted with cost overburdened households are located in and around the urban <br /> areas of the County.These areas contain the largest concentration of employment opportunities <br /> and public and private amenities but lack affordable housing. <br /> The urban areas of the County have the most public and community facilities. These areas also <br /> contain the majority of available public transportation. The urban neighborhoods contain many <br /> of the County's employment opportunities and existing housing stock. However, these areas are <br /> cost prohibitive for low-and moderate-income persons. <br /> Orange County has a community health clinic and UNC Hospital System are relatively inexpensive. <br /> However, there is still a need for more free healthcare for people experiencing homelessness or <br /> at risk of becoming homeless.There is a great need for Mental Health and Substance Abuse case <br /> management and treatment for people experiencing,and at risk of, homelessness.Orange County <br /> Employment Services need to increase focus and resources to assist this population, including <br /> people with criminal histories and youth aging out of foster care. <br /> According to the 2007-2011 American Community Survey data, Orange County has an <br /> unemployment rate of 5.83%which is lower than the North Carolina unemployment rate of 9.7% <br /> for that same period. However, in Orange County,there are 16,750 workers and 18,050 jobs.The <br /> unemployment rate is also larger in the 16-24 age group as opposed to older age groups. <br /> According to the 2007-2011 American Community Survey data, there are job deficiencies (the <br /> number of qualified workers exceeds the number of jobs available) in certain sectors. Conversely, <br /> Orange County is also experiencing an employment deficiency (the number of jobs available <br /> exceeds the number of qualified workers) in certain sectors. The County should continue to <br /> support and encourage new job creation, job retention, employment, youth employment, job <br /> training services, and educational developmental opportunities, especially for low- and <br /> moderate-income persons that help to close these gaps. <br /> Maps: <br /> Included in this Plan in the Exhibits Section are the following maps which illustrate the <br /> demographic characteristics of Orange County: <br /> • Population Density by Block Group <br /> • Percent White Population by Block Group <br /> • Percent Minority Population by Block Group <br /> • Percent Population Age 65+ by Block Group <br /> Annual Action Plan 4 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
