Introduction <br /> The Orange County, North Carolina, HOME Consortium is an entitlement community under the <br /> U.S. Department of Housing & Urban Development's (HUD) HOME Investment Partnerships <br /> Program (HOME). Under the HOME Program, local governments are able to join together to form <br /> a consortium in order to receive HOME funding for affordable housing.The Orange County HOME <br /> Consortium is made up of four (4) members: Orange County, the Town of Carrboro, the Town of <br /> Chapel Hill, and the Town of Hillsborough. The Town of Chapel Hill also receives federal <br /> Community Development Block Grant (CDBG) funding each year. Orange County is the <br /> Participating Jurisdiction (PJ)for the HOME Consortium. <br /> As an entitlement community, the Orange County HOME Consortium is required to complete an <br /> annual application for the use of the HOME Investment Partnerships Program (HOME) funds to <br /> the U.S. Department of Housing and Urban Development(HUD).The Annual Action Plan is a guide <br /> to how the County will allocate its resources for specific activities that support the Goals and <br /> Objectives of Orange County HOME Consortium's Five Year Consolidated Plan.This is the Orange <br /> County HOME Consortium's second Annual Action Plan of the FFY 2015-2019 Five Year <br /> Consolidated Plan. The Five Year Plan describes the housing and non-housing needs of County <br /> residents and presents a five-year strategy to address those needs. The FFY 2016 Annual Action <br /> Plan for the Orange County HOME Consortium includes the Consortium's HOME Program and <br /> outlines which activities the Consortium will undertake during the program year. <br /> The Federal Fiscal Year begins October 1st and ends September 30th of each year. The Orange <br /> County Fiscal Year begins July 1st and ends June 30th of each year. The Federal Fiscal Year is <br /> abbreviated as "FFY" and the Orange County Program Year is abbreviated as "PY." This Annual <br /> Action Plan is for funds from Federal Fiscal Year (FFY) 2016 which began on October 1, 2015 and <br /> which will end on September 30, 2016. Therefore, the Annual Action Plan is FFY 2016. However, <br /> it is for the Five Year Program Year of 2017. <br /> The FFY 2016 Annual Action Plan outlines the actions to be undertaken in Federal Fiscal Year 2016 <br /> with the Federal resources to be received by the Orange County HOME Consortium.The FFY 2016 <br /> Annual Action Plan excludes the Town of Chapel Hill's CDBG program since the Town is a Federal <br /> Entitlement that receives its own CDBG allocations from HUD.The HOME Program and activities <br /> outlined in this FFY 2016 Annual Action Plan will principally benefit low- and moderate-income <br /> persons and funding has been targeted to areas of the County where there is the highest <br /> percentage of low-and moderate-income residents.The Annual Action Plan does not incorporate <br /> the Public Housing Authority's Comprehensive Grant(Comp Grant) process into this consolidated <br /> Annual Action Plan 1 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
