4 <br /> 2) Dairy land Road Paved Shoulders <br /> 3) Orange Grove Road/Dodsons Crossroads Paved Shoulders <br /> Within the B-G MPO area of Orange County, three projects were approved for submittal to the <br /> MPO for prioritization by the OUTBoard and the BOCC. Of these three, all were carried forward <br /> through the B-G MPO process. <br /> The OUTBoard-approved and modified priority project lists to be carried forward to the Regional <br /> Impact prioritization category in the DCHC MPO, TARPO, and the B-G MPO areas of Orange <br /> County are described in Attachment 3 and presented in graphic form in Attachment 4, <br /> Attachment 5, and Attachment 6, respectively. <br /> This ranking strategy intends to optimize scoring output and corresponding funding probability. <br /> Considering the state scoring rubric, funding tier eligibility, and projects' need for local input <br /> points, these rankings are designed to maximize the competitiveness of Orange County projects <br /> in the SPOT P4.0 process, while taking local project desirability into account. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item except <br /> that projects specifically categorized as bicycle and pedestrian projects will require a 20 percent <br /> local match from the County and will require the County to expend any costs related to right-of- <br /> way acquisition and project management and administration. All bike and pedestrian projects <br /> require a resolution or letter of commitment from Orange County indicating the County will <br /> provide the local match if the projects are selected for funding. <br /> SOCIAL JUSTICE IMPACT: The following Social Justice Goal(s) are related to this item: <br /> GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve/endorse the <br /> resolution (Attachment 1) to reconfigure the lists of priority transportation projects submitted to <br /> the DCHC MPO, TARPO, and the B-G MPO, respectively. <br />
