2 <br /> At the BOCC's June 2, 2015 meeting, the BOCC considered and approved three (3) lists of <br /> transportation projects incorporating all modes to submit to the DCHC MPO, TARPO, and B-G <br /> MPO transportation planning organizations for the portion of Orange County within those <br /> organizations' respective planning areas as part of the development of the 2018-2027 STIP. <br /> Those lists were subsequently submitted to each transportation planning organization for <br /> inclusion in each organization's submission of projects to the State for scoring under the <br /> Strategic Planning Office of Transportation (SPOT) P4.0 prioritization process. This process <br /> funds projects at three levels — the Statewide level, the Regional Impact level, and the Division <br /> Needs level. <br /> NCDOT scores projects at the Statewide funding level using a 100% data driven process. Only <br /> one project, the interchange improvements at 1-85 and Old NC 86 (SR-1009 — South Churton <br /> Street), was approved for funding at the Statewide funding level in SPOT P4.0. It was <br /> determined at the June 2, 2015 meeting by the BOCC that the transportation lists for the DCHC <br /> MPO, TARPO, and B-G MPO should be revisited upon receipt of the Statewide scores to create <br /> a prioritized list of projects for each transportation planning organization for submittal at other <br /> funding levels. <br /> More general information about the Strategic Transportation Investments law and the Strategic <br /> Planning Office of Transportation, such as information about different funding levels, scoring, <br /> and the Strategic Mobility Formula, can be found here: <br /> http://www.ncdot.qov/strategictransportationinvestments/ <br /> For more detailed information about the steps and timeline for the P4.0 process, see this <br /> document: <br /> http://www.ncdot.gov/download/strategictransportation investments/P4 Fact Sheet.pdf <br /> OUTBoard Prioritization Discussion <br /> Based on input from the OUTBoard at a special called OUTBoard meeting on April 4, 2016, a <br /> ranking of projects by priority was developed in order from highest NCDOT score to lowest by <br /> transportation planning staff. Despite the fact that transportation planning staff had not received <br /> NCDOT scores for Orange County projects, the OUTBoard discussed the projects in detail for <br /> each of the transportation planning organizations and ultimately decided to prioritize the projects <br /> in order of NCDOT ranking from highest to lowest score to maximize the likelihood of receiving <br /> funding for high scoring projects. <br /> However, the OUTBoard did conclude that the 1-40 widening projects in the DCHC MPO <br /> planning area were not ideal for funding at the Regional Impact level and that the NC 54 <br /> widening projects in the TARPO/DCHC MPO planning area were not desirable projects at all. <br /> As such, these projects were designated as the lowest priorities on the DCHC MPO and TARPO <br /> priority project lists, respectively. A summary of the OUTBoard's discussion is provided <br /> (Attachment 2). <br /> Transportation planning staff and the OUTBoard have provided the list of prioritized projects to <br /> the BOCC for review in tabular form (Attachment 3).
