1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 5, 2016 <br /> Action Agenda <br /> Item No. 5-f <br /> SUBJECT: Voluntary Annexation Petition — Sportsplex Field House Property <br /> DEPARTMENT: County Attorney, Asset <br /> Management Services, <br /> Department of Environment, <br /> Agriculture, Parks & <br /> Recreation <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Annexation Petition John Roberts, (919) 245-2318 <br /> 2) Site Illustrative Jeff Thompson, (919) 245-2658 <br /> David Stancil, (919) 245-2522 <br /> PURPOSE: To approve a petition for voluntary annexation of the Sportsplex Field House site to <br /> the Town of Hillsborough and, upon County Attorney review, authorize the Chair to sign the <br /> petition and related documentation. <br /> BACKGROUND: In 2013, the Board authorized the purchase of 2.88 acres of property <br /> adjacent to the Orange County Sportsplex for the purpose of constructing a proposed 50,000 <br /> square foot field house structure to support its growth in the areas of turf field, sport court, and <br /> indoor fitness activities. The Board appropriated funds for the construction and operation of this <br /> project within its FY2015-20 Capital Investment Plan (CIP). The Board also authorized the <br /> Sportsplex mezzanine project, appropriated within its FY2014-19 CIP, to be potentially <br /> combined within the field house for efficiencies in operation and cost. <br /> Staff is currently evaluating the Board-authorized Request for Qualifications ("RFQ") submittals <br /> of qualified design-build firms to design and construct the facility. Parallel with this process, <br /> staff recommends this voluntary annexation petition (see Attachment 1, "Annexation Petition") <br /> to allow for more favorable utility services, property line setback requirements, potential <br /> stormwater management benefits, and potential parking benefits for the new facility. <br /> Should the Board approve this petition, the Town of Hillsborough Board of Commissioners will <br /> consider the action through a public hearing process scheduled for July 2016 and a decision <br /> item during its September 2016 regular meeting. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Social Justice Goals are applicable to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br />
