2
Maintenance staff feedback corroborates the more comfortable ride for patients and the
reliability of the platform.
North Carolina General Statute (NCGS) 143-129(e)(3) allows local governments to make
purchases through a competitive bidding group purchasing program, which is a formally
organized program that offers competitively obtained purchasing services at discount prices to
two or more public agencies. The Houston-Galveston Area Council ("HGAC") is a cooperative
purchasing group that meets the requirements of NCGS 143-129(e)(3). The specific contract
number for the HGAC is #AM10-14. The terms of the contract call for items to be sold and
serviced through identified authorized dealers. Both Horton Ambulance and FESCO are listed
on contract #AM10-14.
Funding for this vehicle was included as part of the vehicle replacement list approved by the
Board at the November 17, 2015 regular meeting. To move forward with the second ambulance
acquisition, staff is requesting that the Board authorize the purchase through the cooperative
purchasing program.
FINANCIAL IMPACT: The financial impact will be the cost of the ambulance ($215,197) and
the cost of a power lift stretcher (approximately $16,000) for a total approximate cost of
$231,197. Funding for this vehicle was included as part of the vehicle replacement list approved
by the Board at the November 17, 2015 regular meeting.
SOCIAL JUSTICE IMPACT: The following Social Justice Goals are applicable to this agenda
item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or
ethnic background; age; military service; disability; and familial, residential or economic
status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
• GOAL: CREATING A SAFE COMMUNITY
Supporting policies, procedures, regulations, and programs that reduce harassment,
exclusion, intimidation, and violence against Orange County residents.
The purchase of a replacement ambulance ensures continued ambulance coverage around the
clock for Orange County
RECOMMENDATION(S): The Manager recommends that the Board authorize use of the
cooperative purchasing program for the already approved Horton ambulance purchase, and
authorize the Manager to proceed with the purchase from FESCO, Inc.
