1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 5, 2016 <br /> Action Agenda <br /> Item No. 5-d <br /> SUBJECT: Authorize the Use of a Cooperative Purchasing Program to Purchase a <br /> Replacement Ambulance for Orange County Emergency Services <br /> DEPARTMENT: Emergency Services, Asset <br /> Management Services <br /> ATTACHMENT(S): INFORMATION CONTACTS: <br /> FESCO Quote Dinah Jeffries, 919-245-6123 <br /> Jeff Thompson, 919-245-2658 <br /> David Cannel!, 919-245-2651 <br /> PURPOSE: To authorize the use of a cooperative purchasing program for the already- <br /> approved purchase of one (1) ambulance to replace a 2007 model ambulance. <br /> BACKGROUND: On April 7, 2015 the Board of Orange County Commissioners authorized <br /> Orange County Emergency Services to purchase an ambulance built by Horton Emergency <br /> Vehicles, supplied by FESCO, Inc. in Elkridge, Maryland. This unit replaced the first of four <br /> 2007 model ambulance manufactured by Wheeled Coach. This selection was recommended by <br /> an ambulance sub-committee after reviewing four vendors for safety, comfortable ride for <br /> patients, reliability, local maintenance capabilities and four wheel drive capability. <br /> The Board may recall from the April 7, 2015 consideration that the Horton ambulance was <br /> chosen because: <br /> • It is the only ambulance on the market that has both front and rear airbags to protect <br /> staff; <br /> • It utilizes the liquid springs technology that provides a very comfortable and stable ride for <br /> patients (members of the ambulance subcommittee actually filled the role of the patient in <br /> the rear of the ambulance to see how patients would feel when riding to the hospital); <br /> • FESCO has mobile maintenance services and a maintenance facility in Richmond, VA <br /> that is only 2.5 hours away for significant maintenance issues that cannot be addressed <br /> by Orange County Emergency Services and Fleet Maintenance staff; <br /> • The Ford F-550 four wheel drive automotive and drive train chassis can be serviced <br /> locally by Orange County fleet maintenance staff as well as a Hillsborough-based Ford <br /> service center; <br /> • The units of government that use Horton and FESCO in their fleets give high marks for <br /> reliability, service and support. <br /> The first Horton ambulance replacement (unit #957) has been in service since November 2015 <br /> and has logged approximately 15,000 miles.
