12 <br /> 1 o Lease agreement with Chapel Hill needed <br /> 2 o Future colocations recommended in future CIP years — precise locations may <br /> 3 change <br /> 4 <br /> 5 Colocation with Chapel Hill Hamilton Road Station <br /> 6 <br /> 7 EMS Existing and Proposed SubStations <br /> 8 <br /> 9 Parks, Open Space, and Trail Development <br /> 10 • Blackwood Farm Park - $1.26M: Page 56 <br /> 11 o FY2016-17 is Phase 1 of multi-year park development <br /> 12 o Major park construction scheduled for FY2017-18 ($1,815,000) <br /> 13 o Parks Operations Base scheduled for FY2018-19 ($2,572,000) <br /> 14 o New operating expenses for personnel and operations of approximately <br /> 15 $190,000 on full build out <br /> 16 <br /> 17 Existing and Future Parks <br /> 18 <br /> 19 David Stancil, Department of Environment, Agriculture, Parks and Recreation Director <br /> 20 (DEAPR), said one of the most limiting aspects of this park is the driveway and the Master Plan <br /> 21 includes building a new driveway. <br /> 22 Commissioner Burroughs asked if there is timing sensitivity regarding the moving of the <br /> 23 parks operation base. <br /> 24 David Stancil said the sensitivity issue is simply one of efficiency, and it would make <br /> 25 sense to do this in phases. <br /> 26 Commissioner Burroughs asked if the need for additional parking is based on future <br /> 27 projections. <br /> 28 David Stancil said the parking lot has definitely been full on the weekend, and there is <br /> 29 occasional overflow. He said the parking and driveway must be addressed before anything else <br /> 30 can be accomplished. <br /> 31 Commissioner Burroughs said she may consider this as a lower priority given the <br /> 32 enormous fiscal projects facing the County in the coming years. <br /> 33 Commissioner Dorosin said the current plan is that the new driveway and parking lot will <br /> 34 be in place next year. <br /> 35 David Stancil said yes. <br /> 36 Commissioner Rich said a new driveway is needed soon to provide for safer entry and <br /> 37 exit to this park. <br /> 38 David Stancil presented the following slides: <br /> 39 <br /> 40 <br /> 41 Parks, Open Space, and Trail Development <br /> 42 • Cedar Grove Park— Phase II - $60,000: Page 58 <br /> 43 o CIP recommends addition of baseball/softball field, tennis court, picnic <br /> 44 shelter, parking ($1,500,000) in FY2018-19 <br /> 45 o New operating expenses of approximately $38,500 following the <br /> 46 improvements in FY2018-19 <br /> 47 <br /> 48 Parks, Open Space, and Trail Development <br /> 49 • Mountains to Sea Trail - $521,000: Page 64 <br /> 50 o FY2016-17— Occoneechee Mountain to Seven Mile Creek segment <br />
