11 <br /> 1 Craig Benedict said no. He said Hillsborough is aware of the necessary water supplies <br /> 2 to service these areas. <br /> 3 Chair McKee referred to page 17 of the handout and asked for clarification regarding <br /> 4 funding. <br /> 5 Craig Benedict said there was $150,000 for 2014-15 and $1 million in 2015-16. <br /> 6 Chair McKee asked if this means there are funds available to being work, once an <br /> 7 agreement with Hillsborough is reached. <br /> 8 Craig Benedict said yes. He said if timing speeds up, there are funds that can be <br /> 9 moved around to keep the project moving forward. <br /> 10 Chair McKee asked if $1.15 million would be sufficient to get water and sewer under I- <br /> 11 40. <br /> 12 Craig Benedict said yes. <br /> 13 Chair McKee asked if it would be the responsibility of the developer to continue the <br /> 14 water and sewer from the work done by the County and Town. <br /> 15 Craig Benedict said yes, the County and Town would create the backbone of the <br /> 16 system, and the developer would build from there. <br /> 17 Commissioner Jacobs asked if there is any expectation for the developers to reimburse <br /> 18 these costs at any point. <br /> 19 Bonnie Hammersley said that would be an appealing option to consider. <br /> 20 Commissioner Jacobs said the original intent of the EDD was for the developers to fund <br /> 21 all water and sewer costs, to avoid public dollars paying for it. He said the amount of financial <br /> 22 burden that public dollars should bare is something to consider. <br /> 23 Travis Myren resumed the presentation: <br /> 24 <br /> 25 Policy Priorities <br /> 26 • Eno EDD-$120,000 (FY 16-17): Page 83 <br /> 27 o Interlocal agreement with City of Durham <br /> 28 o Durham will take over operations with no operating cost to the County <br /> 29 o Gravity sewer in 100 acre are in NE corner <br /> 30 o Potential to serve adjacent areas using private pump stations <br /> 31 o Public meeting to be held at Murphy School to update community on revised <br /> 32 project scope <br /> 33 <br /> 34 Eno EDD Sewer (map) <br /> 35 <br /> 36 Commissioner Jacobs said helping mobile home parks connect to public utilities may be <br /> 37 a worthwhile affordable housing incentive. <br /> 38 Commissioner Jacobs said there is a bus that goes down highway 70, and it may be <br /> 39 worth talking to Duke about a potential park and ride in this area. <br /> 40 Craig Benedict said he and Steve Brantley, Economic Development Director, would <br /> 41 contact the University. <br /> 42 Travis Myren resumed the presentation: <br /> 43 <br /> 44 Policy Priorities <br /> 45 • Accessibility & Security Improvements - $190,000 Page 42 <br /> 46 o Recommended through the Space Study Work Group and collaborative <br /> 47 accessibility survey process <br /> 48 <br /> 49 Policy Priorities <br /> 50 • EMS Substation Co-location - $500,000: Page 53 <br />
