8 <br /> 1 Bonnie Hammersley said the Friends of the Carrboro Library are updated through the <br /> 2 librarian and herself and there are also public meetings. She said she can discuss this further <br /> 3 with the Carrboro Manager. <br /> 4 Travis Myren resumed the presentation: <br /> 5 <br /> 6 Continuation Funding <br /> 7 • Detention Facility - $500,000: Page 37 <br /> 8 o Continuation of design services for FY2016-17 <br /> 9 o Total facility estimate of $20,591,331 in FY2017-18 including construction <br /> 10 administration, equipment and furnishings <br /> 11 o Cost estimate based on 144 bed facility with expansion capabilities to 250 <br /> 12 beds if necessary <br /> 13 o Timing assumes modification of the land lease with the State <br /> 14 o Consultant to conduct staffing analysis to recommend most efficient use of <br /> 15 staff resources and project operating cost. <br /> 16 <br /> 17 Chair McKee asked if the figures include the potential relocation of the Sheriff's office. <br /> 18 Travis Myren said currently only the detention facility is authorized but options can be <br /> 19 brought back to the Board. <br /> 20 Chair McKee said the sooner this discussion can happen, the better. He asked if the <br /> 21 lease will need to be adjusted, based on changes made by the legislature. <br /> 22 Jeff Thompson said yes. <br /> 23 Commissioner Jacobs asked if there is place in the timeline to discuss the usage of the <br /> 24 old jail. <br /> 25 Travis Myren said that is not included in the CIP. <br /> 26 Jeff Thompson said after the legislature issue, a discussion will need to occur with all <br /> 27 stakeholders. He said this will be plugged into the schedule going forward. <br /> 28 Travis Myren resumed the presentation: <br /> 29 <br /> 30 Continuation Funding <br /> 31 • Historic Rogers Road Sewer- $5.68M Page 43 <br /> 32 o County CIP includes total project costs <br /> 33 o Chapel Hill (43%) and Carrboro (14%) will participate in cost-sharing <br /> 34 o County and Towns will develop an inter-local agreement for construction <br /> 35 costs <br /> 36 o Construction scheduled to begin in March/April 2017 <br /> 37 o Operating cost will be part of an agreement with Orange Water and Sewer <br /> 38 Authority (OWASA) <br /> 39 o OWASA availability fees and on site plumbing not included in above <br /> 40 estimate. <br /> 41 <br /> 42 Rogers Road Proposed Sewer Alignment (map) <br /> 43 <br /> 44 Commissioner Jacobs suggested that staff examine OWASA's fees to look for <br /> 45 differences from a typical project. <br /> 46 Bonnie Hammersley said these conversations are occurring now. <br /> 47 Travis Myren resumed the presentation: <br /> 48 <br /> 49 Continuation Funding <br /> 50 • Conservation Easements - $500,000: Page 59 <br />
