6 <br /> 1 <br /> 2 Updated Project Schedule (chart) <br /> 3 <br /> 4 Commissioner Dorosin asked if, based on the timeline, there are any expenditures in <br /> 5 2016-17. <br /> 6 Jeff Thompson said some due diligence costs and professional costs have already been <br /> 7 incurred and there may be more, once further studies are completed. <br /> 8 Commissioner Dorosin asked if such expenses would come from construction. <br /> 9 Jeff Thompson said the funds would come from professional services. <br /> 10 Paul Laughton, Finance and Administrative Services, said to date $116,000 has been <br /> 11 spent. <br /> 12 Commissioner Dorosin said this project is listed next year at $6.38 million, which has <br /> 13 been set aside, but little would be spent. He asked if there would be ramifications of pushing it <br /> 14 to 2017-18. <br /> 15 Bonnie Hammersley said there was some uncertainty with Carrboro's timeline but that <br /> 16 has now been somewhat finalized. She said the CIP is a moving target and is used as a <br /> 17 planning document. <br /> 18 Commissioner Dorosin asked if the spending expectations for 2016-17 are known. <br /> 19 Jeff Thompson said less than $50,000 and these are for studies and possibly <br /> 20 professional services, such as title work, etc. <br /> 21 Commissioner Jacobs said last year money for the South Human Services campus was <br /> 22 moved back a year to bring them some more flexibility within their debt capacity. <br /> 23 Commissioner Jacobs said he appreciated the definitive nature of the size of this facility, <br /> 24 and this is where he was trying to go with the new agricultural facility at the last BOCC meeting. <br /> 25 He said it is important to be as specific as possible, and up front with the public. He said the <br /> 26 functions of this proposed library still need to be defined and clarified. <br /> 27 Commissioner Jacobs said before this project begins a commitment from Carrboro is <br /> 28 needed, regarding their participation in the operating budget. <br /> 29 Bonnie Hammersley said once the studies are completed, she and the Carrboro <br /> 30 Manager work on an agreement to bring back to the Board,before moving forward. <br /> 31 Commissioner Pelissier said the meeting space is not just intended for Carrboro, and <br /> 32 the vision did not come just from the visioning groups. She said she recalled given projected <br /> 33 population growth that an estimated 20,000 square feet would be needed for this library, with <br /> 34 the possibility for expansion. She said she is not clear what the Board is trying to build here. <br /> 35 Commissioner Pelissier referred to the schedule and the feasibility study, which is to be <br /> 36 completed, and then reviewed by Kidzu and the Arts Center. She asked if this study is still <br /> 37 going to occur. <br /> 38 Bonnie Hammersley said Carrboro is still working with Kidzu and the Arts Center and <br /> 39 that is why it is still in there, as it refers to Carrboro's space issues. <br /> 40 Commissioner Rich asked if the operating costs of McDougal and Cybrary are known. <br /> 41 Bonnie Hammersley said she will get this information. <br /> 42 Commissioner Rich asked if Carrboro owns the land and if the County will be building <br /> 43 the library on Carrboro land. <br /> 44 Bonnie Hammersley said Carrboro owns the land but a final agreement has yet to be <br /> 45 reached. She said three options are being considered: purchase the land from Carrboro and <br /> 46 build; have a public-private partnership with a developer; and work solely with Carrboro, which <br /> 47 would be a partner in the process. She said she understands Carrboro's desire is to have a <br /> 48 partnership with the County. <br /> 49 Commissioner Rich asked if the library will be a free standing building. <br /> 50 Bonnie Hammersley said that has yet to be determined. <br />
