4 <br /> 1 Commissioner Rich arrived at 7:13 p.m. <br /> 2 <br /> 3 Commissioner Burroughs said all these goals are not attainable or affordable in one <br /> 4 year, and asked the Manager if she has a strategy for weighing out one item against another. <br /> 5 Bonnie Hammersley said all budget initiatives are being ranked through criteria, the first <br /> 6 of which asks if the initiative aligns with the Board of County Commissioners' goals. <br /> 7 Bonnie Hammersley said the level of difficulty to implement, and timeframes are also <br /> 8 strongly considered. <br /> 9 Bonnie Hammersley resumed the PowerPoint presentation: <br /> 10 NEXT STEPS: <br /> 11 1.) The BOCC will formally approve retreat minutes. Approved on 2/16/16. <br /> 12 2.) The Manager will recommend funding for priority related budget initiatives in the FY2016-17 <br /> 13 budget. <br /> 14 3.) The BOCC considers FY2016-17 budget recommendations for funding of policy initiatives. <br /> 15 4.) The Manager's office will facilitate staff teams to create implementation strategies for the <br /> 16 policy priorities funded in the adopted budget. <br /> 17 <br /> 18 Commissioner Price asked if these votes are firm moving forward, noting that things can <br /> 19 change. <br /> 20 Bonnie Hammersley said the votes show items that were a priority at the time of the <br /> 21 retreat. She noted the items that received no votes are still important and need to be <br /> 22 addressed. <br /> 23 Commissioner Dorosin said it is important to be flexible but it is critical for the BOCC to <br /> 24 set priorities. He said this is a long list and the BOCC must prioritize. <br /> 25 Commissioner Rich agreed noting when priorities are set and broadcast, it is easier for <br /> 26 the public to understand what the Board is doing. <br /> 27 Commissioner Pelissier said she struggled with the social justice goal and its lack of <br /> 28 specificity. <br /> 29 Commissioner Jacobs asked if there is a reason that items with zero votes were listed if <br /> 30 making priorities is the aim. <br /> 31 Bonnie Hammersley said all items listed were nominated but each Commissioner had <br /> 32 only so many votes. She said items can move up or down on the list of priorities due to shifting <br /> 33 variables. <br /> 34 Commissioner Jacobs referred to the social justice goals and said it is a way to reinforce <br /> 35 these goals and the Board's commitment to them. <br /> 36 Commissioner Dorosin said the items with zero votes should be put in a "parking lot". <br /> 37 He said goals will remain the same, unless voted otherwise, but priorities may change each <br /> 38 year. <br /> 39 Commissioner Dorosin said he sees the social justice goals as strategies for the overall <br /> 40 goals. <br /> 41 Commissioner Price said she understood the goals to be the Board's priorities. She <br /> 42 said she was questioning the priorities and if they are part of each goal then there should be <br /> 43 flexibility going forward. <br /> 44 Bonnie Hammersley said once the Board determines which goals and priorities it will <br /> 45 adopt, the votes will not be listed. <br /> 46 Commissioner Rich suggested that they add goals and social goals on each agenda <br /> 47 abstract instead of just the social justice goals. <br /> 48 Commissioner Dorosin said he disagreed with the Manager and thinks that the priority <br /> 49 votes should be posted on the web. <br />
